N., Who | Was surgeon general for four years ending iast January, was called to the stand, and described generally the manner of purchasing supplies forthe bureau of medicine and supplies. The ehlet clerk of the bureau was Danie! Carrigan, and the Nnan- cfal clerk Edwin C. Kirkwood. Cuniming, the wit- ness said, dealt in Whisky, and had sold supplies to Use bureau. The witness was shown the alieged fraudulent ‘voucher on which the charge against ‘Cumuing ts based, and asked whether his owa Sig- nature appearing Upon it was genuine. “My wure,” sald Dr. Wales, “1s so lacking In uniformity that 'I could not swear to It; but I will state that that 1g not the voucher I signed.” ‘The witness said that If it was bis signature the Voucher bad been altered afterwards. He knew also that he had signed no voucher for rubber hose, for rubber hose was not needed. ‘They were sup” plied, also, at that time with fire e ishers, Srhlch were purchased from the agent of the manu: facturers. In cases of vouchers for so lange amount the original bills were also appended, which was Bot the case here. He explained that’ the vouch- ers came to him for signature in triplicate. ‘Upon crose-examination the witness sald ho could say positively that ali the goods described in the voucher were never delivered, because no Tequisttion or order had been made for such ods. Part of the bill, he said, might be all right. He ‘Would not say ‘that of the thousands of vouchers, representing millions of dotiars, that had passed under his eye, he had closely cted every one. Hc said he got his information as to whether the goods were received or not from the recetpts signed by the surgeons at different stations. OTHER TESTIMONY. Francis V. Walker, chief clerk of the navy pay office, was next called as a witness, and described the routine as to paying money on vouchers. He ized Mr. Cumming’s signature on the par- ticular voucher in question, and produced the dupll- cate xoucher retained in the pay office, He was Satisfied that Mr. Cumming had received the money called for by the voucher.
