By a vote of 159 to 155 the enacting clause was stricken out at the close of the general debate by the combined ‘Vote of forty-one democrats and all of the republi- cans except four. The main tilt in debate was be- tween Morrison and Randall, the other speeches ‘being mostly mere oravorical exhibitions. The general debate closed at 4:15, and the title of ‘the bill was read.
