Surgeon General Hamilton, of the marine hospital ervice, appeared before the House committee on publle health to-day, to answer the charges made against him by Mr. Warlng, secretary of the national doard of health, at the last meeting of the committee. Dr. Cabell, president of the board of health, and Col. Waring. Dr, Smart, Dr. Brown, and ‘Thomas Simons, of the board Of health, were Present during the hearing. In answer to the charge of tneffictency Dr. Ham- Aiton snowed papers from the Various parts of the country where epldemte diseases are prevalent, tes {tying to the entire success Of the operations of the marine hospital service, and at the satne time giving statements to show that, on the other hand, the board of health had been extravagant and ui Successful. He referred tothe inking of ‘Turner's quarantine oats, and Dr. Verdi's essay, for which he was patd $300, as examplcs of extravae gance and bad management. AN ALLEGED ATTEMPT 70 PACK A COMMITTEE. He then said that he had sometiiing to say con- cerning an attempt which had been made by the president of the bourd of heaith to pack the present committee on publte health. He sald that 1 understood that soon after Mr. Carlisle was elected to the speakership, and before the comnit- tees of the Hcuse had been appointed, Dr. Cabell wrote a letter to the Speaker, asking lim to place certain members on’ the Committee on public a DR. CABELL’S EXPLANATION. At the close of Dr. Hamilton's statement Dr. Cabell asked permission to make a statement con- cerning this letter. He then sald that he had gone to Mr. Carlisle shortly after he became Speaker of the House, and asked that he place ten upon that committee who took interest in the pubitc health, explaining that his reason for asking this was that in previous Congresses the meinbers of the com- mitiee had taken so ilttle interest In the matter that they could seldom get a quorum together to consider any subject. He said that Mr. Carlisle then asked him to put this request In writing, and he would give 1t due consideration, ‘This, hw Says, he did, making out a list of about twenty names and inclosing them in the letter. He disclaimed however, any intention of packing the committee, REPRESENTATIVE DAVIS ALSO EXPLAINS, Mr. Davis, of Mass. one of the members of the committee, sald that as he had for some years served upon the local board of health of Massachu- setts, there might be a reflection that his being placed upon the committee was due to a packing rocess. He explained the circumstances attend- fig his appointment on the committee, saying that he had been asked by Dr. Cabell if _he would serve on the committee, and had objected.
