AN OFFICIAL WHO DID NOT THINK HE HAD EARNED BIS SALARY —SOMETHING ABOUT THE CONSCIENCE FUND. Some time ago Mr. Jno. N. Irwin, governor of Idaho, sent a letter to the Treasury department, inclosing a draft for #650, the amount of his salary for the third quarter of the year. In his letter he stated that he had been unable to attend tothe duttes of his office since the first of July, and there fore he could not conscientiously accept the since that time. ‘The money was turned Into the ‘Treasury to the eredit of “conscience fund.” Gov- erp irwin has recently written the Secretary of thé ‘Treasury objecting to the disposition of bis salary, under the impression that every item of that find necessarily implies that the sender had been guilty of wrong doing, which he wishes to rectify. He added that he would refund the money for the following quarter if it could be placed to the credit of some more honorable fund. ‘The Secretary Will shortly write to him relieving nis mind from any imaginary stigma attached to action or the disposition of the money. All money covered into the Treasury must be accounted for under specific headings.
