INDIRECT INSINUATIONS MADE AGAINST SENATOR DAWES AND SECRETARY TELLER PROMPTLY DENIED —AN INVESTIGATION PROBABLE. {_Atthe second session of the Forty-seventh Con- gress an Indian appropriation of $300,000 was made to reimburse the Cherokee nation for certain lands. ‘The distribution of the money was intrusted to the agent, ex-Congressman Wm, A. Phillips, of Kansas, who, it 1s alleged, stated to the Cherokee council that he had retained 4 per cent of the amount, or $22,508, to pay two high government officials for their ‘Influence in se- curing the appropriation. It is further reported that Phillips distributed the remainder of the $300,- 000 to those of Indian blood only. ‘The Cherokee nation includes a large number of people of African, descent who are entitled to all rights of Cherokees. ‘They have prepared a memorial to Congress recit~ ing the reported state of affairs and asking tribution of the appropriation, including the amount sald to be retained among the whole nation. ‘They also ask the abrogation of an alleged Tease of 6,000,000 acres of grazing land made by the Secretary of the Interfor. A dispatch tothe New York World to-day says that Mr. Phillips,when pressed by Col. Hondinot, agent of the Cherokees, 'o tell the names of the ‘officials to whom he paid the money, nanied Secretary Teller and Mr. Dawes. SENATOR DAWES DENIES. Senator Dawes, when asked about the story, de- nied emphatically the charge or insinuation against jim, and said that he would, when he learned who Was responsible for tt, hold im personally respon sible. “He expressed’ the hope that the matter would be presented to Congress so that a full inves- tigation might be made. Boudinot said to a Star reporter to-day that the statement that Phillips had told him that the money was given to Secretary Teller and Senator Dawes was incorrect. “Mr. Phillips’ statement ‘Was made to the Cherokee nation,” said Col. Boudl- not, “and it was that the $22.500 Was paid to high officials in Washington. Some gulleless Cherokees asked him to name the officials."
