THE REPORT OF DR. M'DONALD—THE GENERAL USE OF POSTAL NOTES. ‘The report of Dr. MacDonald, chief of the money order system, states that the increase in the amount of domestic orders issued the last fiscal year over the preceding year was $3,929,288.10, or 3 Percent. ‘The ratio of improper payments to total number of orders paid was 1 to %73,471. The net rev- enue derived was $159,104.34. The figures of the report show an Increase in the international money rs issued and paid. The report states that: “The Postal note has been quite extensively employed the public since the inception of the system.” ‘There were 57,374 postal notes aid at =the =New = York —s office = up Oo October 20th, and these notes represented $106,854.31. The ayerage amount of the postal notes paid was $1.86. The superintendent of the money- order system recommends that all the fees received from money orders issued be turned into the Treas- ury for the service of the Post Office department, and that all the of the money-order sys-"| tem be provided for by appropriations included in the appropriations for the Office de ent.
