4 _THE EVENING STAR. WASHINGTON: ‘WEDNESDAY... -Octeber 10, 1883. __ CROSBY 8. NOYES. ‘The Evening Star has bona fide daily circu! that of any other daily paper published in Washington, and equal te that of all the other daily papers here added together, Tue Stan office is Exchar Advertixe ad. otherwise au be sent day nected with the Telephone nts, orders for the paper by ws. or any information or busi- or night, free of charge. For years there was no city Inthe Union worse ridden then Brooklyn, The entire muaicipal machinery Was used to foster partisan Interests, and consequently the people suffered, Two years ago an independent movement, comprising men of ali parties, elected Mr. Seth Low, a prominent young citizen, and a wu-Iness man of excellent character, mayor, So much good has resulted from this election that the politicians now find themselves powerless to defeat him. All the pledges he made when first elected were in the interest of the people, and he has faithfully ful- filled them. Under the administration of this non-partisan mayor reform measures nave been inangurated and carried to consummation. The entire municipal structure of goverImmegt has Deen tmproved. Old abuses have been rooted and honesty tnstead of rascality now character- Yes local affairs. Tt is within the power of other elties suffering as Brooklyn was, from rings and bosses, to accomplish as much as she has gained 4f the men who belleve in honest government Wiil co. nerate earnestly to achieve it. And the inde- Pendent and citizens’ movements now being or- kanized In various large cities indicate that the example set by Brooklyn will be followed tn many Places. In New York clty and Baltimore the non- Partisans are preparing for an effort to put down Partisanship as the ruling element of local gov- ernment. They may not succeed this year, but the day of thetr triumph cannot be very far off if the good work fs steadily persisted in, ——_—__<-+___ ‘* The estimates of the several candidates for Speaker, made by thetr friends, respeotively, differ widely in calculation. Mr. Randall's supporters Xun over the list of democratic Congressmen ant name a walority for him, while Mr. Carlisle’s friends readily count names enough to elevate him to the Speaker's chat) Those who stand by Mr. Cox do not make such broad claims for him at the start, but they calculate upon a following amply sufficient to hold the balance of power be- tween Randall and Carlisle. The Randall men count confidently over one hundred votes for him, and concede to Carlisle, at the very outside, abou? eighty or possibly eighty-five votes. This upon the assumption that the race will be between Randall and Carlisle. If Cox enters the contest in earnest It {3 claimed for Randall that he would still be elected on the first or second ballot, and that the bulk of Cox's vote would be drawn from Canisie. The workers for Carlisle count in their Ust numerous names that are relied upon by the Randail men. The several estimates when con- ther, go to show that if Randall, Car- and Cox all enter the contest in dead earnest there fs a prospect of a triangular fight that may be very lively and interesting. If the New York delegation stands by Cox with the determination to make him Speaker if possible, the chances are that the contest will be a protracted one. ——__+«+—___ ‘The Missourt delegates to the Eptscopal general convention have presented a memorial, setting forth that there should be two distinct forms of marriage service In the ehureh—one fo? Christians and another for non-believers. They hold that the Linguage of the ehureh nuptial service ts Inappro- ms who do not delteve In the Christ- i 1 that ministers should, at least, be pertaitted diseretion to depart from the pre- Sertbed form if the condition or unbellef of those to be united should make such a departure advisa- ble. Asanargument in support of bringing the whole subject of marriage before the convention | for revision, its suggested that divorced persons, whose marriage ts forbidden by the church canon have not s;upled to resort to falsehood In order to obtain the sanction of the church to their union. To prevent this In future, and protect the chureh and the offlcliting minister from the charge of having married persons not eligible to matrimony Under the laws of the cuurch, It is suggested that & marriage form should be adopted contatning the solemn declaration of the parties united that there 45 nothing In Jaw or morals to forbid their union. ‘This declration ts to be preserved, in writing, in Permanent form, for the protection of the church and officiating minister. —_<->___ In the face of the reiterated assurances of TI- den’s closes: personal and political friends that he % not and will not be a candidate for the prest- dential nomination, the Minneaoolls Tribune's alleged discovery of a “desperate effort” to renom- Anate the oli ticket of Tiliea and Hendricks will Rot, probably, create much of animpression. That Mr. Hendricks Is anx'ous for the renomination of the old ticket can scarcely be doubted. Convinced ‘that he cannot hope fog the first. place Hendricks 4s now satisfed to take the second, rather than abandon the field to another Indiana demoerat. It Jg.an open secret that Tilden enjoys his present opportunity to disappoint Hendricks. He holds Shat but for Hendricks the old ticket would have ‘deen renominated in 1830. Then Tilden was anx- fous; now he is not It would be idle to unde! take any movement for the renomination of that ticket without the cordial consent and co-opera- tion of both Tilden and Hendricks, and all the evilence entitied to credit as relating to Titden goes to show that he ts out of the race. ——~<e>—___ ‘The annual convention of the American Bank- €rs’ Assoctation, which convenes in Loutsville to- day, will have Lezore it several subjects of gen- eral interest. The question of silver coinage 13, Perhaps, the most important to be considered, as 1 ts ove that promises to reveive attention at the coming session of Congress. The convention will Gevote a portion of its time to discussing the best" methods of guarding against the swindlers who Prey upon Danks. One noteworthy fact im con- heetion with this convention 1s that Itis the first ever held in a southern state. In p: years the south was regarded as too tmconsequential as Minonelsl factor todeserve much consideration; Dut its SS of late in all that goes to bring hat section abreas’ of othersio material wealth and development ts now recognized by the assocl- ated banking interests. ——_—__~++_____ ‘The New York court of appeals yesterday ren- dered a decision which fs of Interest wherever there are separate schools for white an4 colored chiliren. In Brooklyn a colored girl, who was re- fuse! admtssion to a white school, applied for a uandamus to compel the authorities to admit her. The city court denied the writ, and the case was carried up to the general term, which af™firmed the decision. The case then went up to the court of appeals, and that tribunal has affirmed the judg- Ment of the lower courts. Thecomplainant main- tained that Ler exclusion from a white school was iu violation of the 14th amendment to the Consti- tution and of the civil rights act. The court hela that as equally good educational facilities were afforded her tn the colored schools, there was no discrimination. ———s 3 Gov. Butler really predicted a third prest- ential Ucket next year, to be put forth by the workingmen of the nation, he must have some Political information which ts not possessed by the public generally. The time intervening for the organizition of a political movement of natfonal dimensions ts short. Ia about two-thirds Of a year the presidential tickets will be made up, and, as yet, the fleld ts Ieft to the two old parties Possibly Gov. Butler believes that a man can be found who will only need to be put before the People to sweep things,—that a tieket can be nomi- Rated whieh will, of ts own strength, and without any formal atlempt at organization, command a Rational following. But if there ts such a man he Must be among the dark horses. He has not yet been discovered by the public eye. <-> —____ There is one fact which stands out prominently in connection with the Ontoelection. The result Goes not have any great significance as to next year’s election. In. the contest ended yesterday, Political questions were entirely lost sight of. An issue local to the state and entirely distinct from Politics overshadowed everything else. The masses were governed tn thelr voting by the Kquor question. Next year national poll- Wes will be at the frontagain. The two parties ‘will confront each other upon the conduct of Rational affairs, and men in Ohio will then vote their political sentiments. It cannot be claimed therefore that yesterday's olection points the way Obio will go next year. ——_<>—___ A striking car driver made a very sensible re- merk yesterday when he said that it was the peo- ple who demanded late cars, and not the compa- nies; that ten men who remained down town till 1 clock a. m. would make more noise if there was mocar totake them home than a thousand men ‘Who went home at reasonable hours, Worrn Loome Ove.
