Ast of officers above mentioned there are the names Of several who wero removed from the army during the late war, by an order of the Secretary of War, at atime when it was lawiul to remove an officer without trial, and who were aftewards reinstated by another order of the Secretary of War, which purported to recind the first. Some of them have since been regularly reap- polnted, but the question remains whether during e period following their reinstatement and be- fore they were regularly reappointed they were legally in the service and entitled to pay. The question comes up for settlement at this time Owing to the practice in the dep: mt tn all cases prior to the allowance of longevity pay of examining the accounts of tho oer. claiming such pay to sec if there ts anything due from htm to the government on account of over ents. The point having been made that the eleven of- cers named were at one time or another drawing Pay without being legally in the service, that point must be settied before the allowance can be made to them. The Secretary has decided that ‘the department ts not the place in which to settle the question. ———— +35 —___ The Washington, Ohio and Western Railroa WHAT MR. H. D. We as yet know nothing of the merits of the cla‘m, The officers of the company, of course, are required to act, in matters of this Kind, under advice of coun- sel, as they are responsible to the stockholders. In any event, surveys are being made to extend the road through Clark county, when there will bo no question but what the county will be liable in- Stead of the railroad company.” Mr. Cooke also stated “that Col. A. A. Martin, President of the road, 1s pushing surveys, and 13 about giving out contracts for re-bridging ‘the en- Ure road. The bridge at Sycalon creck, 104 fect, had just been entirely rebuilt, and all the bridges on the road strengthened; steel raiis ordered have commenced to arrive, and are being laid from the Junction west; the new motive power which has becn ordered 13 expected to arrive shortly. Among other items, four fine new locomotives have been ordered for the road, the business of which has increased largely of ‘ate, the present motive power being inadequate to supply the demand.” Sakae District Government Affairs.
