Its outlay in maintaining the strike has been almost as heavy as the cost of furnishing ac- ceptable service under the old order of things. ‘The tneflictent service of the Western Union has riven a large share of the business It controlled to rival companies, which have wisely expanded thelr capacity to meet the public demand.
