The committee of citizens of East Washington appointed at the meeting last night to wait upon the District Commissioners appeared at the office of the Commissioners at one o’clock. Commis- sloners Edmonds, West and Lydecker received them in the Commissioners room. Mr. W. C. Dodge acted as chairman of the delegation, and, after a few intraductory remarks stating the purpose of their visit, read the state- ment prepared to be presented tothe Commission- erg, of vihich an abstract 1s published elsewhere. ‘To this reading the Commissioners listened at- tentively. Mr. Dodge placed a map of the city be- fore him, and occasionally, as he read, Nlustrated his points by reterence to’ the map. When Mr. Dodge read from the report some. statements made by Senator Ingalls,in the debate in the Senate list February, charging that the Commls- sloners had done injustice to Eust Washington, he remarked that ft was unnecessary for the com- mittee to add anything to that speech. “Do you make that charge fo jen Inst the present board?” asked Commissioner West, “No,” said Mr. Dodge, “I have stated that we bring thess facts to the attention of this board because it 1s comparatively new.” “I shall be prepared to show,” sald Mr. West,“in reply to what you state there that the present Commissioners have done exactly what you have as! for.” Mr. Dodge ther proceeded with the reading of his statement and exhibited an “exhibit chart” of improved streets and avenues, published by the [ board of public works in 1872, representing Mary- land avenue from the Capiioi to the boundary as paved with stone, Commissioner West interrupted the reading of the part of the statement relating to the appropriation of $140,000 for a bridge above G-orgetown, to say that none of that money came out of District funds, Mr. Kmonds inquired if improvements had not been pushed in the northwest originally because the people were going there, and the Improve- ments were made necessary. Mr. Dodge disputed this. During the course of the discussion Mr. West said: “You might have been unjustly discrim!- nated against until the present appropriation. am prepared to show that you have more than your share of this appropriatian. Mr. Stine- mets, who bad taken offense at some remarks made yesterday by Mr. Thomas, made an attack upon that gentieman, charging him with being the bireling of contractors, and warning him that he would not silently suffer ridicule, Mr. Thomas repiled with a bumoroua apology, and the regular proceedings were resumed. Mr. Damon had Not been given the slightest advantage over other dealers in safes. ———————— Pedestrians Rights on the Streets. A DRIVER SENT TO JAIL ON A CHARGE OF ASSAULT. A young colored man named Joseph King was changed before the Poilce Court to-day with seri- ously assaulting Henry Johnson, who 1s 75 years old, by driving over him on the 23d of May last, at the corner of 9th and F streets. ‘The injured man has been confined in the hospital ever since the accident, and had to be assisted to the witness’ stand. He stated that he did not remember any- tuing of the occurrence. The testimony of Messrs. J. T. Johnson, Henry Noran and John Hoffmann was tothe effect that the old man was changing cars at the point of the accident, and in doing so Was knocked down by the wagon driven by the de- fendant. The defendant, who bas been in fall since the 0 :currence, stated that the horse that he was driving was fractious, and the harness was detective. He also statet that he was not driving Very fast, and he did not see the old gentleman. Mr. J.T. Turner appeared for the def-ndant. Mr. Moore said it was the most outrageous assault he ever presented to the court. FORCIBLE REMARKS BY JUDGE SNELL. Judge Snell, in disposing of the cage, stated that {fa person casts down some heavy substance from ® building without giving due notice and injures some one, he 1s guilcy of assault. 80 in the case of @ person Who takes an unmanageable horse onthe street, and while driving at a reckless rate of speed, runs over a person, he 1s also guilty of as- sult. It is the duty of a man who takes a horse on the street to see that the antmal 1s properly harnessed and and Unmanageable animals have no right of we street. If a person 1s careless and is thereby in- jured the law does not hold the driver. “But it 1s he duty of a driver to see foot passengers, and the running over of this old gentleman, who was not shown to be careless or negligent, 1s a case that should be punished. THE CaSE OF SUMNER & KIRK SENT TO THE GRAND sory. In tho Police Court to-day the charge of libel against Sumner 8 Kirk,a patent agent in this city, on @ warrant sworn out in June, 1881, by Frederick A. Lehman, was taken up for trial. Mr. Wm. P. Williamson appeared for tue defendant. The alleged Ubel consisted in publishing an article which charged Mr. Lehmann with employing a Dlackguard to do his dirty work. Frederick A Lehmann stated that he 1s an attor- rey at law and solicitor of patents. He stated taat he knew Sumner 8. Kirk, who bas been lie else ‘han a swinuler and — “Stop there,” sald tue court; you have no right to state that; this 18 a charge ‘of libel, but if you keep on that strain there might be one of slandr.” ‘Tue court said that this was a question for a Jury, and entirely out of his conuoll.
