AN UNEXPECTED CLAIMANT TURNS UP IN THE PERSON OF MOLLIE TURNER, WHO CLAIMS TO BE A SISTER CF THE DECEASED—THE PROVISIONS OF THE WILL AND THS GROUNDS ON WHICH THE CONTEST IS MADE— WHY THE CLAIMANT KEPT MRK RELATION-MIP SECRET DUKING STARR'S LIFE—SOME FRAGMENTS OF THE FAMILY BISTORY. Starr, who died at the Riggs House on the 11th of | June, the Probate Court on Friday last made on order admitting the will to probate, and directing | that loiters testamentary be fssued to the widow, Sarah M. Starr, on bond of £16,000, double the | amount of personal property, which she states he |let. Mrs. Starr was Miss Sarah M. France, of jadelphia, who married him a short time aiter 1 obtiined a divorce froin his first wife, j and she had a son who dled an infant In Mc's. Starr’s petition for letters she stated that Mr. Starr left no relatives but a stepmother. This was filed by Messrs. Hagner & Maddox a after the funcral. THE CLAIMANT AVPEARS. When the case came up in the Probate Court | Friday Mollle Turner, who claimet to be a sist-r | of deceased, was present, and formal notice was }g! at she and other heirs would contest the widow's claim. It appears that the father of Mr. Starr was twice married, and that there 1s living a half sister of Molife Turner in Maryland. His | Second wife was Mrs. Ellen Starr, now living in Baltimore, the mother of Molile Turner and ‘the deceased (John W. Starr). Mrs, Starr (the elder) appeared here the next-day atter the funeral, but Airs. J. W. Starr refused to’ see her when she'seut her card to her at the Riggs house, and she there- upon returned to Baltimore. Mr. it. 8. Davis rep- resents Molile Turner as heir, an’ Mr. L.G. Hine Mrs. Elien Starr, the mother. ‘The deceased left between $40,000 and $55,000 worth of real estate. THE CLAIMS. The alleged heirs clatia that the widow only gets a Ife estate in the real property, as the words of the will are “all the rest and remaining property | to my wite.” ‘They claim this does not convey the fee simple, ard then follows the words: “It she should die befere mo ten thousand dollars to her son” (by a former marclige.) The last clause reads, “After my death the rest of all my property in suc an event to Mrs. Ellen Starr,” his mother. The heirs claim that this last clause will deteat the pcior devise to his widow, and that iu elther eveut the fee simple goes to the heirs. They also claim all the real estate held 1a trust for him, and to which he never had a legal title. They further clatin all the real estate he acquired after the date Of the wiil, subject only to the widow's dower. AN INTERVIEW WITH THE CLAIMANT. ‘Tne claimant, Miss Molly Turner, was found this morning in a house on D street redolent with new paint and varnish, she having recently removed there. Miss Turner 13 a woman somewhere be- tween thirty and forty. Sne says she is tae image of her deceased brother. When the reporter met her she had just returned from a walk, and her figure, which is rather plump, was draped in @ Mnen duster or street dress. She wore a gay bat and a pair of, large earrings, set with a row of large diamonig, Ste 1s a demi-blonde, with great bine eyes, ond a lower jaw denoting cou-iderable firmaness. 'She was not at all inciined to taik. She Was unable, she sald, to see What the newspapers Waxted to spread her affairs before the puolic for, and expressed her indignation at the publications iaade concerning her character. “Not that I care for myself,” sho sald, “but they affect the reputa- tion of others, living'as well as dead. After the death of Mr. Starr some people advised her that she ought to take some steps to secure her share of the property. She wanted to hear from her Mother, ahd sent messages repeatediy to the widow of John W. Starr, bat could get ho answer. "She then concjuded to go to the hotel where she wes stopping in person. She was re- ceived, she satd, and treated as if she were some sewing woman In search of employment. She did t give her naine, but said she came to inquire about the whereabouts of the elder Mrs. Starr. ‘The widow told her that the lady mentioned had been dead for three years, which was untrue, An older lady present, tie mother of the widow, asked what she wanted and why troubling them. “I told them,” continued Miss Turner, “that T had asked for’ information and told wile, and I would now bid them good way in which I did that was In this way, and they understood it. When T was turning to leave the ‘room Isaw a picture on the wall, a picture of my brother, anil was overcome. The tears started to my eyes.” ONE SISTER THE WIFE OF A U. 8. SENATOR AND ONE THE WIFE OF WILKES-BUOTH. Miss Turner, continuing her talk, observed, in reference to a published statement thata man who had known her brother for 25 years declared that he had never Intimated that he had a. sister, that her brother did not come here until 1863, Prior to that he was abroad in China. She came Lo this city in 1861, and lett again tn 1864. “I had a sister,” she said, “who was a wife of a United States Senator. Sie 1s dead now. I will not men- already bei dragged tnto this matter. THE PRIZES TO BE AWARDED TO THE VICTORIOUS OARSMEN. ‘Tue Star of Saturday mentioned that all of the prizes for the various Taces arranged for the AU- gust regatta have been secured, and that some of the twenty-six individual medals to be awarded to the members of the victorious crews have been completed. All of these are somewhat similar in design, in that they consist of a bar pin upon which is engraved the race for which each partic- ular prize 1s given (with the exception of the Led- ing medal), with a circular pendant about the size of a silver dollar, having an open center. Tho outer edge ts raised, while the inner edge consists of an oxydized silver rope. Between these edges is engraved “The Washington Regatta, 1883.” The medal for the sentor singles, presented by Mr. Robert Leding, 1s one of the handsomest and most tasteful prizes ever offered here. The pin consists of a goiden cat-tall, in the center of which 1s » beautifully tinted’ Australian shell. Two tny gold chains suspend the central portion of the medal already spoken of. Two crossed oars extend through the center of this circle, held together by a bit of oxydized rope. Running out 16th street from Scott Circle, the rates decrease gradually on each square until the lowest rate of 85 cents per foot 1s reached, on lots at the Bound- ary. On Massachusetts avenue, between Dupont anil Scott Circles, the rate 1s an’ average of $1.50. From the circle to Boundary the rate 1s from $2 to $1.50. On Rhode Island avenue, from Scott Circle to Connecticut avense, the rate of assessment 13 about the same. ‘ON CONECTICUT AVENUE, from Farragut square to Dupont circle, the aver- age rate is $1.65. Oo New Hampshire avenue the Tate decreases from Dupont circle to Boundary from $2 to 30 cents. From Dupont circle to Wash- ingion circle, on New Hampshire avenue, the rate decreases from $2 to 60 cents. From Dupont circle to Boundary, on Connecticut avenue, the rate de- creases from $2 to 75 cents. On isth street from Dupont circle north to Boundary street the rate decreases from $2 to 2 cents. On 19th street from Dupont circle south to Lsitreet the rate decreases from $2 to 6 cents. In some locations in this stretch the land 13 put as low as 40 cents, on account of the surroundings. Increastng from’L street to Pennsylvania avenue, the rate ranges from 65 cents to $2. ON PENNSYLVANIA AVENUE, between 15th and 154 streets, the rate 1s from $7.50 to $5; from 1634 street to the Washington circle, from $2.50 to 75 cents. On K street from 15th to Washinglon circle there 1s a gradual decrease from $2.50 to 60 cents, with the exception of the lots fronting on Farragut square, which ranges from $8 to $3.59. On Istreet from Farragut square toits interzection with Pennsylvania avenue the Tate decreases from $3 to $1. ‘These rates represent a considerable increase in the former figures, and the increase 1s greater in ! this section than tn any other.
