Charged With Fraud, TWO MEN ARRESTED ON SUSPICION OF BEING -EN- GAGED IN A SCHEME TO SWINDLE PENSIONERS—A PENSION OFFICE CLERK AND HIS ALLEGED CON- FEDERATE. For some time the commissioner of pensions: has been aware of evidence of a scheme for defrauding United States pensioners, and the authorities have been working up the case for a week past. Finally they concladed that some one inside the office must be in follusion with parties outside, and in a ttle time they were led to suspect ‘that J. J. Alley, a clerk in the office, who was regularly at his desk, and a party giving the name of J. C. Allmet, 0 Virginia, were engaged in the scheme. ‘To-day the officers deemed it expedient to make the arrest, and accordingly a formal charge was made agsinst the parties named before U.S. Commissioner Bundy: of “using the U. & mails for Improper pul ” in violation of section 5480 R. 8. Edward Lily, the alleged confidence man, arrested about ten days ago by the B. & O. ral Toad company’s detective on a train on the charge of swindling, Was put on trial in the Police Court this afternoon on a charge of petit larceny of $8 from Thos. Price, of Pennsylvania. Mr, Price, who has the air of a rural gentleman, took the stand and stated that he was passing through this city on the B. & 0. railroad on his way to Baltimore on the 2th of June, when he was met by the defendant, who told witness that this was Washington city, and asked witness if he was going to get off here. When he found that wit- hess was going to Baltimore he seid he was also going there. Another man came along and claimed to be an expressman. The expressman soon afterwards asked Mr, Luy for $9 to pay for his baggage. Lily discovered that he had not so Much Money about him, and tendered the express- man a check for 1 .400, which ne could not cash and which witness was asked to cash.
