Mr. Silverberg said this law was absurd, for the reason’ that {t prohibits the sale of explosives to persons under sixteen years of age When their purents or older people can make the purchases for them. THE MATTER AGAIN DISCUSSED BY THE UNION VET- ERAN CORPS—A REPORT ADOPTED ALLEGING THAT ‘THE CAPTAIN IAS FAILED TO ACCOUNT FOR NEARLY ONE THOUSAND DOLLARS. The monthly meeting of the Union Veteran Corps, which was held last night, was more than usually well attended becauss the report of the committee which has been engaged In Inveatigat- tng the accounts of the captain was due. In the absence of Capt. 8. E Thomason. who 13 in Can- ada, at tie sick bed of bis wie, Lieut. M. E. Urell presided. The spirit of investigation, however, was awake, and the various officers who made Fenorts had'to undergo cross-examination. When Quarvermaster Short reported that he had on hand 72 dress coats and 71 dress pants @ demand was made at once by a comrude, whose trust In all things human has been shaken by Te- cent events, to Know what had become of the odd Patrof pants. After considerable debate it was concluded that the missing garment wus one ‘Which had been sent back to the m iker to be over- haulet and had never been returned. An effort was made to callup the resolution offered by Lieut. Harrison at the last meeti juesting the resignations of various officers, but {t wus raled out of order. The corps then reached the point of secelving the report of the committee of five ap- pointed to Investigate the accounts of the captain. At the opentog of the meeting Lieut. Urell, who at the list meeting offered the resolution creating the committee, declared that his resolution was for @ committe to Investigate the Qnanelul affairs of the corps, and not to investigate the captain, and he had the minutes corrected to that effect. Lieut. Corson, of the committee, made the point that the report coult not be recelved, as the com- mittee hud been investigating the accounts of the Captain and not of the corps.” The chair overruled this, An appeal was taken by Lieut. Edgar, and the chair was sustained by a vote of 3i to 27. THE MAJORITY REPORT AGAINST THE CAPTAIN. A report signed by T. P. Harrison, W. J. Sim- mons and M.L Ackerman, constituting a majority of the committee, was then read. It gave an ac- count of the varlous meetings of the commit and stated that the investigation had been cari back to F -bruary and March, 1882, the date of the {olr; that Capt, Thomason and other persons had been requested to appear before the committee, and many witnesses and papers were examined. On the 16th of June the committee received a let- ter from Capt. ‘Thomason, stating that his books and papers were in the possession of his attorney to ata him “in the proceedings aguinst my slau- derer-;” that he destied the matter to be investi- Gatel “before 9 legal tribunal, where witnesses ‘Would be under oath, and that he objected to ap- pear before a committee “whose chalr- man 1s my principal slanderer.” ‘The re- jort stated further that the captain had been nvited several Umes to appear, but had falled to doo; but {t seemed that he finally intended to do ‘twhen he was called away bya telegrem summoning him to his wife's Dedside. His torney, Mr. B. T. Hanley, thereupon entrusted Papers in his possession to two members of the committee, who exhibited them. The report then gives a long statement of accounts, showing that the total amount of the billy submitted by the captaln,which were allowed,amounted to $3,544, $720.85; total allowed an { disal- covering all the vouchers submitted, 77; amount received by the captain from the fair, $4,456.59. Deducting the amount of bills allowed, tle report says a balance of $911.67 Is lett unaccounted for; and deducting all vouchers sub- mitted a shortage of $180.82, ‘The report discusses various alieged discrenancies, and gives the opin- fon that a total of $963 471s left for the captain stiil to account for. Among the bills disallowed Was a bar bill of $10.20 at tne Arlington, for treat- ing the band of the Ninth Massachusetts regi- ment; a bill of $4.25 from the American house, for agalion of whisky, onda bill of $50, for publish- ing Capt. Thomason’s blography. "In the bill of Willett Ruoff appeared several items for castor gloves, and other things, which excited the derl- ston of the anti-Thomason faction. THE RKPORT DISCUSSED AND ADOPTED. In the discussion that followed the report one of the chief objections urged against the Captain was that it appeared that he had spent money contrary to the orders of the corps in uniforming the officers. Lieut. Duffy appealed that, in jus- tice to the Captain, action be delayed until his re- turn. A very warm debate followed, in which Messrs. Gordon, Corson and others defended the Captain. Lieut. Corson, from the minority of the committee,made no formal report, but criticised the majority report.and alleged that there were errors and discrepancies 1n it to the prejudice of the Cap- tain. He ‘alleged that the minority *had seen Youchers which would account for $1482.08 Mr. Gordon declared his faith in the Captain’s ability toexplain what appeared to be a discrepancy.
