STINEMETZ. The Hill investigating committee reconvened at o'clock this morning, and Gen. Stinemetz was called to the stand for cross-examination. Question.—If you should take one stone in any one course and apply to it the standard of cost whieh rules under the contract, through the who! butlding, and that stone should be a g one, with a great deal of surface-cutting, would It not show, as compared witha smaller stone, an excessive cost, Which would rather be apparent than real? -Answer.—It would not be possible to compare a twelve-ton pilaster, which required much labor to Move it and costs five dollars per foot, with a Small stone, requiring but little surface-cutting and costing not half so much. Mr. HilL—But thatis what the contract calls lor. = Witness.—Then alll have tosay is there was not much sense in such @ contract. Ques.—If the prices allowed in the modified con- tracts were based on the number of days required for cutting the stones might not elther quarry or net dimensions be used in making the calculations Navat. Mr. Thomas.—But that is not an answer. Do you not know that the stone used in the Piiladel- hia building cost the contractors for quarrying Threo or four times as much as the government paid for it? Mr. Coleman objected to the question as irrele- vant to the subject under investigation. The con- tract for furnishing the stone was entirely sey Trate‘and independent of the contract for Wol and dressing. Mr, Thomas replied that one element of the con tract for cutting and dressing was the extreme low price for which the rough stone was obtained. by the government. The defense wished to show that this was one reason for a more liberal con- tract for cutting. Mr. Coleman.—While It may be a satisfaction for the public to learn that the government in one instance did not suffer through a contract, it is certainly, improper to admit that the government, could recompense a losing contractor by making another contract with him through which the government must be a loser. ‘The cross-examination was continued with fre- quent bits of argument on the part of counsel and Occasionally a sharp retort. Atone point, when the witness replied with some ray Mr, Thomas said, “We desire to test your knowledge ag an expe! Mr. Coleman replied: “We think eg oo tency to put questions should first be 2. Witness was shown a photograph of the Phila- delphia building, and was asked: From your ex. perience as an architect which would you say Would require the most time in cutting, the cor- nice of the first or third stories? Ans.—T did not compute the first story. Mr. Thomas.—But can you not see by looking at the plans, and can you not give an opinion? ‘Witness.—I do not care to give an opinion with- out making calculations. Iam nota man.
