The bay was a sheet af flaming oll, and a long trestle bridge of the railway, about a quarter of a mile long, run- ning fromthe works to Black Tom’s Island, was also burned down to the water's edge. At the boarding-house of the Eagle refinery, close by, THE SCENE WAS PAINFUL IN THE EXTREME. The newly-made widows congregated in one ot the rooms, hope and despair alternating in their distracted minds, and lamenting the terrible fate of the loved ones from whom they had parted but afew hours before. “Oh, God! that our parting should be lke this!” moaned Mrs. Davis, a young woman of pleasing appearance. At the present writ Ing the whole sky 1s obscured by dense volumes of black smoke, across which the bright flags of flamesare flying upon the wind. ‘The firemen labored to save the remaining tanks, and inthe earsof the vast crowd of spectators Tang the heartrending cries of the poor women. No bodies have as yet been found, for the heat renders close approach to the ruins Impossible. ‘The burning works extend with those of the Eagle refinery about three-quarters of a mile long and about a-quarter of a mile inland. The buildings that have been destroyed were situated in the wildst of the tanks. The wind is southeast, blow- ing off sea, and therefore thereis no danger of other tanks exploding. Had the wind been north- erly the boarding-house and the Eagle works ‘would certainly have perished also. The Dynamite Conspirators. Keim walted upon the President this morn- ing and bad a long and pleasant interview with him, in which the crit ‘upon his appolnt- ment were talked over, ‘hile the commission had given no intimation to the President of a de-, sire to withfraw their recommendation of Mr. Keim, that gentieman said he wished to hand the President the following letter, which will explain itself: WASHINGTON, D. C., May 1 To the President: Having decided to withdraw my name from consideration for the position of chief examiner, to which the civil service commis- sion have recommended me, and tn order to re- eve you from the embarrassment apparent in ‘the recent interview Ihave nad with you, I desire to state some general reasons soveratng my ac- Son. 2, ould be ‘superfiuous to repel tae un- je nuations made ting myself, the fact that not one of them bas. ‘been sustained, and that no scandal has attached to my name is all the answer I care or need to make. ‘When the subject of the acceptance of this post- tion was uniter consideration, I had reasén to believe that my experience in a somewhat similar service a few Years ago would enable me to render important asgistance to the civil service commis. sion in the direction of their dimeult task, and thas my efforts would at least be treated with Justice by those who claimed an interest In the ‘uccess of elvil service reform. If, according to the theory of some, no one should be periittted to labor ch peace for reform Who has not noisely paraded his views, then my services were presumptuous. A knowledge of the abuses of the civil service led me, in 1872, to pre- pare a Dill for the reorganization'of the consular service, In which the general principles of reform were for the first time applied: That bill was defeated by the same influences which later arrested the general work of clvil service reform. I, therefore, should not blame ray critics, by rea- son of their ignorance of these facts, for the zeal of many of them in the cause of reform ts of a more recent date than my own, for then, as now, they were simply on the popular side. But apart from this the question for me to consider ts the effect which this unjust Judgment might have upon my usefulness to “the comission, and whether the experiment should not have a’ trial unaffected by personal considerations. Tam not aware that the revival of polttical jeal- ousies in connection with my selection by the com- mission may stand in the way of my ability at this time to serve officially a cause in which I feel a deep interest, and it 1s for the reason that this Interest 1s greater than my desire for the office that I wish to withdraw my name. Thave always regarded a civil service adjusted to the peculiar requirements of a republican form of government, where every citizen, all things being equal, has the same right to a participation in its workings, as entircly feasible, and shail, in the future, as ‘in the past, always hold myselt Teady to support any practicaple scheme in that direction. However great my regret that I feel constrained to decline the honorable part as:igned me by the recommendation of the commission in the prac- Ucal work of reform, and however unjust it Is to have been condemned without one discovered fact in evidence, I have at least secured the opportu- nity of disinterested action. And now, Mr. President, as the best evidence I can offer of the interest I feel in the success of this work, I desire herewith to withdraw myname frotn consideration in the connection indicated. With great reapect, your obedient servant, Ds B. Kanpotrn Kem. ——____—_+¢ District Government Affairs. The Commisstone rs to-day approved the appli~ cation for liquor license of Mrs. C. J. KINSHIP SYSTEM AND MARRIAGE AND DIVORCE LAWS OF THE OMAHAS. Rev. J. Owen Dorsey, in a paper read to the Dis- trict of Columbia Soctat Science Association last Saturday evening, gave much Information con- cerning the lives, customs and traditions of the great Indian tribe called Omabas. To this people belong the Osages, the Kansas, the Arkansas, the Iowas, the Missouri, the Wianebagos, the Minne- sotas, and many others whose names have become to us national property. Their marriage laws are frawed with a special view to preserving purity of blood by preventing, with the utmost care, the intermarriage of blood relatives.* From chiidhood they are taught to discriminate between THOSE WHOM THEY MAY AND MAY NOT MARRY. Agens 13 a group of kindred descended from a common ancestor. In an Omaha tribal circle five gentes set up their tents on the right of the road and five on the left. All the membersof a gens are consanguinities, between whom marriage 1s forbidden. There are fourteen classes of consan- Eilnities. | Membership in a gens ts by descent in ‘he male line where tho father-right prevails, in the female line where the mother-right prevails, Marriage kinship includes the affinities of the wife, or daughter's, neites or granddaughter’s husvand, as well a3 the affinities and similar rela~ tionships of the husband. Weawa kinship 1s of a Mmythioal kind, connected with the calumet dance, Intergentile kinship (between Contiguous gentes) 1s not a bar to intermarriage. Nikie kinship is based upon mythical descent from a common ancestor. Mr. Dorsey sang a portion of a song representing the story of the origin aud descent o} the Omahas. Deers, elks, birds, bears, &c., were ancestors of tribes bearing thelr hames, SIMPLE METHOD OF DIVORCE. Divorce is simple and direct. A woman says tg her husband who beats and abuses her, “I will not have you for my husband any longer. Begone!” and her decision 1s Maal. Polygamy prevails. A woman says to her husband, “I work too hard; gel another wife,” and he chéerfully obeys. But the first wife controls the others. KEEPING PEACE IN TRE FAMILY. Interesting customs of eliquette prevail. A Wife cannot speak to her husband's father, nor @ husband to his wife's mother in presence of an- other. This helps to keep peace in the fam'ly. Many questions were asked and answered con- cerning these topics, and Mr. Dorsey was invited to prepare a paper upon the “Industries of the Onalas,” to be delivered before the Social Science Association May 2, and he accepted. Prof. Beodcett was also invited to present a paper upon “The family, the soctal unit of Christianity,” sess gee River TraDg.—Harbormaster Sutton reports arrivals at the river front as follows:—Schr.
