THE ATTORNEY GENERAL DECIDES THAT NO APPOINT- MENT 13 NECESSARY FOR TWENTY DAYS. ‘The Attorney General has rendered an opinion upon the subject of the President’s power in tem- porarily filling the office of Postmaster General, which is, in effect, that the President exhausts his authority in the premtses after he has made atem- porary designation. It also holds that the First Assistant Postmaster General can act ag Post- master General for ten days without such desig- nation. According to this construction of the law. the President will have twenty days from the date of the vacancy within which to make an ap- pointment. ‘The President now expects to leave on Wednesday morning for Florida, and itis stated at the White House that the appointmentor Post- master General will not be made untll after his re- turn, The Star Route Defense. THE CASE ON TRIAL IN JUDGE RAGNER'S CouRt. To-day, in the Special Criminal Court, Judge Hagner, the case of the colored man Frank Minor, indicted for the murder of bis wife, Victoria Minor, by wounds with a razor, on the 12th of October last, was called for trial—District Attorney Cork hill and Assistant District Attorney C. 8. Moore for the government, and Messrs. T. F. Miller and ED. Wrizht for the prisoner. Minor isa colored man, about 2 or 27 years of age, and at the time of the murder was engaged 45 a cartnan, having for years before been Known as an industrious and quiet citizen. On the morn. ing of the day of the munter there had been some sngry words between hitn and his wife, and after entering on his day’s work Minor returned to his home, on F street, between 31 and 43 southwest, and fading his wife preparing to move he cut her with a razor, gtving her several gasnes, nearly severing the head from the body. Minor made no atlempt to escape, but went to the first precinct statlonhousr and surrendered himself, and admit- ted the act, stating that his wife had been inti. mate with anotler man. THE CONVICTION OF BAKON VON PAWEL-RAMMINGEN, ‘The Vienna court of appeals has confirmed the sentence of the criminal court of Innspruck against Baron von Alexander Pawel-Rammlngen, who was brought to trial at Innspruck on December 15, 1882, on various charges of swindling while acting as representative of clatmants to the property of the late General Reichardt. He was convicted Decem- ber 19 and was sentenced to imprisonment for seven years and the loss of hts title to nobility, During the trial all the charges of the goverument were sustalned, the evidence being direct and indisputable.
