—— _ THE EVENING STAR. SHINGTON -February 20, 1853. ‘Qke kvening Star has x regular. permanent Beun fide daiy circulation more thap trevie that of anv other daily naper published in Washington. and cauat to that ef all the eter daily papers here added toaether. Tn the House yestertay afternoon, Mr. Kasson, from the committee having the subject tu charge, Moved fo suspend the rules and pass the Dill Femitting certain taxes due by Eliza N. Patterson, ‘Widow of Carlisle P. Patterson. ‘the bill contem- Plates the remission of taxes to an amount tn the Beighborhood of $€0 000, on property located in the District of Columbia, worth at least $150,000. ‘The prsszge of the bill was warmly advocated Dy Mr. Kasson and Mr. Robeson, but the motion to suspend the rules wis lost—yeas 154, nays 82, not the necessary two-thirds in the affirmative. It ts strange that a bill of this character should have any standing in Congress. It is virtually &@ propo-ition to make the District tax-payers generaliy, many of them comparatively poor men and women, pay $50,000 of a private debt in addition to their own burten of tax. Congress made a great blurder and perpetrated a great Wrong upon the District tax-payers by passing, (hrourh Mr. Conkling’s active lobbying), a sim- iar bili relieving Mrs. Kate Chase Sprague from alarge amount of taxes In arrears. This bad Precedent 1s likely to be followed by continuous efforts to relieve people prominent in social fe from the burdens of taxation. Messrs. Robeson and K 1sson, wao labored so industriously to get this bill through, have no more right to require the other tax-payers of the District to shoulder Mrs. Patterson’s taxes by act of Congress than they have to pur thefr hands Individually into the pockets of the said tax-payers and abstract that amount of mon-y. ee ‘The recor{ of robberies by Parker, made public fm THe Stax of Saturday, tozether with the state- Tent of McGill, extracts from which wil be found In another part of to<day’s paper, discloses @ most extraoriimiry and disgraceful state of things extstng in this city. Wedoubt whether any other place in tae country can show so thor- oush and comp ct an organization for criminal Purposes as W shinzton has bean cursed with for @ number of years pust, and of which tangible €videnews ars now coming to the surface every diy. There were abundint reasons for belleving that all forms of robbery could not be so long and 80 succ-ssiully carried on without at least the tacit p-rmission of some person or persons in au- thority, or representing those In authority; but mobody, we presume, supposed for a moment that there ws @ periect waderstanding and complete ant active co-operation between thieves, mi idle- Men wnt members of the polie= for the systematic ni constant spoltation of the public. Of course, everycody understands that tue statements of these cr:minals cannot be accepted as conclusive testimony. They are, however, not to be rejected on that nt. They bear on their face the tull- estevd-nce of them truth, and they can be and ndantly corroborated by the knowledge fence of others, ant in nearly every case by the victims in the several instances clted. They are important because they throw a flood of much- needed ligut on the general subject of crime in Washington, and point out the way to procure evi- dence wich cannot be discredited in the courts. ‘Tats step must nituraily follow, and ff ft does not Aaliy result in Tanding im the penitentiary a dezen or 0 of the gentry implicated the public will have sbundant cause for surprise as well as regret. For inawsurating the movement which Drought about thes disclosures THe Stan takes no little elf. It was the first to long ago potnt OUE the exist-nce of thls corruption, and {t so fre. Quently and strenuously ursed such action as Would bring about a reform that public sentiment nnally crystallised in the organiza- tion Know: us the eftizens’ committee. That body Wok the :natter up, and has since pursued it with @courax amd persistence rarely equalled. In the face of threats and opposition of the most danger- ous character Its officers and active members have Moved steadily forward, satisfled there was need for_the!r labors,as well as prospectsof success, until at last the fruits of their energy and pluck are beginning to be realized. To these patriotic few the community owes a debt which It will never be able to repay. Fortunately, however, their action im this m.tter ts included Im the category of good deeds which are their own reward. —___<o-—___ ‘The House voted yesterday, substantially, to Temit the national library project to the next Con- Gress. Fora year, and possibly two years more, the Congressional library must remain in its Present cramped and crowded quarters. The Dill Which fatled to receive the requisite vote was @rawn virtually in accordance with the instrue- Wons of the House, and hence its friends counted Upon Its receiving the support of that body. Had 2 passe:!,the Senate would, in all probability, have assente I to It for the sake of settling the question, and of securing the much-needed brary build- tags. ee There is published !n another column the law for the suppression of gambling and confidence Ssmes in this District, as tt Mually passed Con- Sress It ts understood that the Dill was revised aft-r its Introduction in Congress by Judge Hag- Ber, who, at that time held the Criminal Court, aud by District Attorney CorkhilL Its provisions seem comprehensive enouz ae to eee ace every form of eS eneral expression of satisfaction over Dr. ’s conclusion to deciine the call to Cleve— Band must be grat: yieg to that gentleman, and Serve to convince bim that he ts “the right man in the rizht place,” in his Washington pulpit Dar Goovs. DLL & CO.
