Const- dine, an election inspector at the last November election, this morning pleaded guilty before Judze Hare toa charge of perjury, the allegation being that when he ‘took his oath of office he swore that he was not directly or indirectly interested in any bet or wager on the result of the election, which subsequently appeared to be false. The district attorney said the offense committed was enal one, but he did not think that this case called for a severe punishment, as he thought that the defendant had acted more through careless- hess than anything else. The judge sentenced him to pay a fine of $20, undergo an linprisonment of three days, and be barred from the right of suf- {rage for the period of four years, the term pre- scribed by the act of assembly. ee ‘Wall Street To-day. TOE RESIDENTS RESIST THE ATTEMPT TO RAISE TEL- EPHONE POLES As the residents of Le Droit Park returned to their homes yesterday evening they were aston- ished to see Maple avenue disfigured with a number of unsightiy telegraph poles. To say that there was great indignation only mildly expresses the —_ feeling which _prevatled. An investigatioa showed that the telephone company, tnrough its contractor, sent the poles da ging of men tothe park in the afternoon atan hour when the male residents were all ab- sent and by rapid wor. succeeded in erecting all the poles before dark. Last night a number of the Pproperty-owners came together and determined to resent the outrage in a summary manner. Accordingly, thts morning, after taking legal advice and ascertaining that the District govern- ment had not granted any permit to erect poles outside of the entrance to the park, and authority not having been granted for erecting them inside, the executive “comuittee of the LeDroit Park property owners’ association decided to have cut down. A gang of expert wool cutters were engaged, and this afternoon, under the direction of Mr. Scott Smith, the président of the association, and Mr. George 8. Prindle, a member of the executive committee, the poles were 1y cut down. The pro; ‘owners are determined to maintain thelr rights, and not permit this handsome park to be defaced with telegraph poles, Although the streets in the park are private property, the tele- phone company aasamed the right to erect poles ereon. & Capi Notes, CENSUS DEFICIENCY. ‘The Senate appropriations committee this morn- ing agreed to report the joint resdlution appropri- ating $200,000 to continue the work of the census, with am amendment reducing the amount to $100,- 000. ‘The original amount was made up of $1 to continue the work of the census during the cur- rent fiscal year, and the remainder to be applied to next year’s work. The committee Rave found the work of the census in such an unsatisfactory condition, however, that they are unwilling to re- commend the appropriation of any considerable amount, without assurance that the money will hot bé wasted, and this assurance they have thus far fatled to obtain, notwithstanding the fect that they have had before them twice the Secretary of the Interior and Acting Superintendent of the Census Rich- ards. These oMclals attended the committee's meeting this morning, and endeavored to explain the state of affairs in the census bureau, but their ‘Statements only confirmed the opinion of the com- mittee that the work of the census Was in such @ State of confusion that Congress would not be Warranted at this time in granting a greater amount than is barely sufficient to keep the bureau running. It 1s not unlikely that this ace ton of the committee will be followed by a bill providing for the early termination of the work of colluting and publishing, within limits consider- ably narrower than as now contemplated by the Scientific gentlemen who have charge of the de- tails of the work. A second caucus of the republican Senators was held afternoon to agree as to a line of Policy touching the tariff Dill. Mr. Morrill was authorized to offer in the Senate to- day a resolution providing tor the enforesment of @ five-minute rule, with the understanding that its adoption be not insisted upon ff a disposition to resist it should be shown by the democrats or its consideration should bid fair to consume any considerable time. ‘The resolution placing the conduct of the bill unreservedly in the hands of the finance committee was adopted with but two dissenting votes — Senators Hoar and McDill. These gentlemen, while in accord with the caucus ‘on the general proposition to expedite the passage of the bill, dissented from the method proposed ss placing too great limitations upon individual ac- Uon. A SIGNIFICANT VOTE ON THE TARIFF, In the Senate this afternoon a significant vote was had on the tariff op iron. By a vote of 30 to 27 (Messrs. Sherman and Van Wyck voting with the democrats) the duty on bar iron was fixed at ‘88 per ton, instead of $19 60, as recoramended by tae finance committee, The significance of the vote lies in the fact that the finance committee Was defeated by the aid of republican votes.
