4 THE EVENING STAR. HOLIDAY GOODS." - HOLIDAY GOODS. iJ Jab rigs HOLIDAY GOQODs. WASHINGTON WEDVESPAY...... December 20, NOYES... ISS. CROSLEY Ss. Edi or. The Evening Sier has a reaw tone fiee & permanent ¥ cirevintion more thar trenie ether datiy raper published tn | and ceunt to that of ali the | eb tngether. | prers here w L¥S—Bouble Shee demands ug Svar will be » Moti Oo met 1 in dowd wring the holltay Very few 0 eonthience g.tm: to tn by means of | perpetrated, | most men | yn edver- | Just come to Licht im New York Faseality awl beutility of details © | which Charles Francis Ad | Old maa, feeble phy Wiiose protection from tice into a game ds startling to a c¢ heavily taxed for th A thong the cashing of ea plain ctw jeves, these rascals do not fear to run that risk. - ——— The House hos not adyaneed itself in that pub- Ue opinion it hasbeen so careful to consult and Fespect by its vaseillating action upon the ques ion of a holiday recess. In the fir-t place a mis- fake was probably made in supposing that pubile sentiment demanded that Congress should remsin Im session during the hollda know tha ys. Intelligent people it ts not so much the length of time as the use made of it which gauges Congressional Work. There ts no mistaking the fact that public sentiment calls for certatn measuresof legislation. There 1s no general disposition manifested to pre- Seribe the period within witlch 1t shall be accom- Plished. The session 1s limited to the 4th of March next by law, and not by public opinion, Congress has until then to compiete the Jabors it feels incumbent upon it, But in acting first apon the matter of recess it was voted down because thecountry demanded, as was stated, that Con- gress should <0 on with Its work. Within twenty- four hours it was decided, virtually, that the Jabors of the session would be expedited by a Fecess, and the previous action was reversed. The House had been tn session only a short while yes- terday when the impracticability of accomplish- Ing anything by a continuous holiday session be- ame apparent. The speaker was overwhelmed with applications for leave, and among the fore- Most applicants were some of those who had Stoutly opposed a recess in deference to alleged public opinion. ——_——__++»+_____ The report of the tariff commisston is under- going examination by both the Senate nance com- mittee and the ways and means committee of the House, each committee making {ts work the basis Of tariff legislation to be proposed. It seems that ‘She finance committee ts°making more progress 1m this labor than its co-worker of the House, and {fs not !mprobable that the first tariff measures Proposed will be submitted to the Senate. The House always stoutly contends for its right to originate revenue bills, and hence it fs predicted ‘that any tariff legislotion originating in the Sen- ate will be rejected by the House. The indications are thatthe finance committee and the Senate ‘Will go further in the matter of reductions than the House, and, possibly, a difference may arise Between the two houses on some of the most im- portant features of the tariff legislation. It is not to be apprenended, however, that any such differ- @nce will defeat the legislation. In view of the ex- ssting public sentiment concerning the tariff a @onference committee will, no doubt, be able to Barmontze conflicting opinions of the two houses. —___ +e2 -—___ A Dill has been tntrotuced in Congress to regu- Jate the transmission of dispatches by telegraph andcable companies. It requires that every such company shallrecéive messages from any other company and shell transmit them in good faith ‘without any undue or improper inspection whether the contents of the messages sual relate to the Dusiness of the transmitting company or not. ‘This Dill seems to be an outgrowth of the contro- Wersy between President Garrett, of the B. & 0. Fatlroad, ani the West-rm Union cable managers, Mnwhich the former charged that the latter re- served the right to Inspect messages relating to their busifess or affairs The bfll now before Congress makes !t a misdemeanor for any employé ofa company, except those who must read it for the purpose of transmission, to Inspect a message, and the offens> ts punlshable by fine and Impris- Onment. Should this mesure become a law the telegraph and cable companies now enjoying a Monopoly of the business will, prob ily, question fa the courts the right of Congress to enact such Testricttons, —~2 The organs of the coalttion party in Virginia Persistentiy matntatn that there has been no repu- @iation or elimination of any part of the state debt, In spite of the fact that im the recent cam- paign the readjuster leaders made the boast on every stump that they had successfully readjusted | 2 debt. Upon thelr success in this matter they | Felled chiefly tn their appeals to the people for | their votes. The readjuster party, which con*rols | th coalition, derived Its name from the very fact | that It wus organized and_ pledged to readjust the | dent. eutting-down tat was effected may | not be considered repudiation by those who accom- plished and supported it, but ft 1s just as distaste- ful to the creditors as if it were called by that ugly Rame. oe Ctvil-service legistation 1s having an easy path in the Senate compared with wat ft will encoun- ter in the House. It ts within bonnds, perhaps, to say that dozens of members have elther pre- pared or intend to prepare amendments embody- ing their respective ideas and views of what is Reeded to reform and elevate the service. These amendments will, of course, be submitted when the subject comes up, and will present the largest Varlety of reform legislation, ———_~<e+____ Rev. Joseph Cook, who started on a tour round the world some months ago, has returned, and 1s again at his hone tn Boston. The presumption when he went away was that he wouldn't fully approve the job; Dut inasmuch as he hasn’t en- tered on an exhaustive adverse criticism since his Teturn, it is thought he is satisfied with the way the oki thing was made. ae The article in another column upon civil service Teform is by a gentleman who has given close ‘Ludy to the question, and whose official position has enabled him to reach intelligent conclusions from personal observation. ————————————— ZERO Points.
