Official returns of the vote for governor in New Hampshire give: Hale (rep.), $8,417; Edgerly (dem.), 36,919; scattering, 956. Hale's majority, 542. THB VIRGINIA CAPITATION TAX. Gov. Cameron yesterday Issued a proclama- tion declaring the amendments to the constitu- tion, repealing the law providing for the pay- ment of the capitation tax as a prerequisite to voting, approved and ratified by the people and now in full force. The amendments were rati- fled by ® majority of 41,173. Mussia’s Colossal Debt. Russia has concluded, according to a letter in the London Times, a new loan for £8,000,000, which brings up the total of her outstanding debt to £553,000,000, or two thousand seven hundred and sixty-five million dollars, taking her Internal obligations at the reduced rate of 14d per ruble. Judge Wylie on Star Route Organs. From the Pniladelphia Times. Judge Wylie, of the District of Columbia Su- preme Court, spoke in just condemnation of a class of blackmail, disreputable newspapers when charging the grand jury on Wednesday. Heun- doubtedly more particularly referred to the star route organs which have eo long disgraced the press of Washington. It need not be a matter of surprise if Judge Wylie has thus been led to take atoo discouraging view of the integrity and honesty ofhewspapers. There cannot be a too severe condemnation of the star route organs and the blackmail pub- lications of a similar class throughout the coun- try. They are guilty of all that Judge Wylie charges, and in some cases ought to have the attention of the law. They are demoralizing and dangerous; no man’s character is safe from their assaults, They are not newspapers; they are organs printed for dishonest purposes, and no act is too low or contemptible for their un- dertaking. Judge Wylie will find the newspapers of the country are not all star rou. organs; that they are not ail sensational and libelous. The honest newspapers very heartily join with Judge Wylie In condemning the star route kind of journalism.
