In Maryland the anti-license or local option people have achieved a@ decided victory. They carried the two counties ‘whore ti stion Was voted upon—Howard and Anne Arundel—by sweeping majorities. Anne Arundel, including Annapoils, the state capital, Gave 500 majority for local option. Tne prohibt- tion majority in Howard county was about 300. By this election two more counties have adopted local opilor and now local prohibitory laws will be In force in fourtesn out of the twenty-three counties of Maryland. A notable feature of the election proceedings esterday was the appearance at the polls of Dands of women, singing and praying and urging Yoters to vote for prohibition. At Annapolis the Women’s Christian Temperance Union, of to the umber of one or two hanired, were at work at the polls throughout the entt-e day, and influenced @ large number of roterson the side of pronibition. Among the temperance crusaders were many col- ored women Who worked actively and successfully in securing the votes of their own color in behat! Of probivition. Ia some of the churches prayer meetings were held throughout the day In behalf Of the teup2rance movement. It needs no investigation to show that the people of the country disapprove of this method of raising money for campaign purposes, ‘That sentiment has been so emphatically ex- presse that even Mr. Jay Hubbell himself woud hardly care to set himself up in opposition to it; Dut an inquiry may show up some of the methods adopted to wring money from unwilling sources, and thus help to render the assessment system More odious than it now ts. If the investigation could inciude the Onfo campaign, and throw some Hight upon the democratic methods of assessing ‘the liquor interests there, {t would become still | More fnteresting; but as the Nquor men cannot come under the head of government employes, this Interesting feature of the investigation must be ‘omitted. SS ‘The question of succession to the presidential @Bice in the event of the removal by death or Otherwise of the chosen oecupant of the executive ehair, ls one that should, by all means, be settled at the present session of Congress. Under exist- ing low, aiter the Vice President the President pro wmpore of the Senate, and after him the Speaker of the House, succeeds to the presidency fm case of a vacancy; but the offices of President Of tue Senate and Speaker of the Hous? are not ©ontinuous ones. Between the adjournment of one Congress and the assembling of another (from the arch until the first Monday of the ensuing December) these offices may be and have been Vacant. Unless a special session of the Forty- eiguth Congress shall be called, these positions will ‘De vacant between next March and December, and ‘there would be no man upon whom the executive Tobe could legally fall im the event of the death of the present incumbent. It 1s really imperative ‘Bpon the present Congress to relieve all cause of apprehension by the enactment of some law amply Providing for the succession to this office. It is a Question Which the next Congress may find dim- Cult to settle.
