INGERSOLL’S ARGUMENT THIS AFTERNOON. After the report of the star route trial in the first edition closed Mr. Ingersoll continued: his argument. The indictment, he sald, charged that the money received was divided among all these defendants. Was there any evidence that any money was divided? Judge Wylle said that was not the question. The conspiracy might have failed. The question Was, with what view the defendants entered into this conspiracy. Mr. Ingersoll then went on to argue the inno- cence of the Dorseys, claiming that not one of the overt acts charged against them had been estab- lished. At o'clock the court adjourned tll to- morrow, when Mr. Ingersoll says he will conclude. The ors and their Employers, Eiseman Brothers state that all their hands— unton and non-union—are at work to-day, and they do not anticipate any trouble. E. Jackson & Co. refusing ‘to have thelr lumber in- Spected, because they have mills in Virginia and North Carolina and manufacture thelr own lun- ber. ‘Their refusal to have their lumber inspected and measured as the law directs, causes other dealers to violate the law with impunity. They call the attention of the Commissioners to a peti- tion submitted to the former Commi: ars signed by a number of the principal builders o the District, asking fora construction of the law in regard to the inspection and measurement of lumber, The report 1s signed by E. Champlin, | E. L. Harbaugh and George Z. Collison. Inspector of lumber for Georgetown, Mr. C. Thomas, tn his report, says the total amount of yellow pine inspected was 4,151,000 feet; white pine lumbér has never been measured by him, the lymber merchants refusing {0 allow him to inspect It on the ground that it had not been in- pected for some years. He says, ashe found the Washington Inspectors did not claitn the privilege to inspect white pine, he had to follow suit, although .the law ‘says all lumber coming to this port shall be measured and inspected. He States that he would be glad to know What course to pursue in relation to white pine lumber, as there 1s more defective lum- ber in white pine ‘than any other coming to this market, and entails a great loss on consumers. He also calls the attention of the District Commis- sioners to the lumber arriving here on the cars. ‘The dealers unload the lumber from the cars on thelr wagons and haul it to the yards, and then pile tt before the inspectors know anything about it; thereby depriving them from inspecting the same. The inspector has no redress, unless there be some order issued prohibiting dealers from moving lumber until it 1s inspected and measured, or, if hauled, to be laid in a pile to itself in the yards. —_.__. Shakespeare, of Philadelphia, who is a member of the American Military Rifle Team, ts one of the surgeons to whom was committed the duty of making a microscopic examination of Gul- teau’s brain. Dr. Shakespeare said to a New York Tribune reporter yesterday that the report of the surgical commission had been delayed, not as had been erroneously stated in some of the newspapers, because of any disagreement among the Surgeons, but solely because of the absence of Dr. J. W. 8. Arnold. ‘The report was concluded and finally adopted on Sunday evening at Dr. Ar- nold’s house. Dr. Shakespeare added: “The report will besent to Dr. Lamb in tme for publication next Week. Under the terms of their commission the surgeons were not required to pronounce any opinion or to draw any conclusions as to the sanity or insanity of iteau, but simply to state the condition in which they found the tssue, and to pout out and explain the varlations from a normal and healthy brain. ‘This they had done with extreme care, and it was now for the allenists, so-called, to make their de- ductions. Itis understood that the full results of the examination made by Dr. Shakespeare and his colleagues will be embodied in a more exhaustive and permanent form than the present report. ‘They will be reviewed and discussed at greater length In a book, illustrated'with microscopic pho- tographs and drawings, which will unquestiona- bly prove a valuable addition to the literature of brain-disease, ——_—_——__-o-____ Mr. Jons Davis, First Assistant Secretary of State, has gone north for afew days.
