Last evening I was an unwilling witness of an affair which certainly does nog redound much to the credit of the management of the Washington and Georgetown Railroad Company. I entered one of its cars at 12th street to Georgetown. There were quite a number of passengers on board, among them a half dozen or more white ladies and about an equal number of well-behaved, respecta- bie-looking colored females. Standing In the car were four staiwart negro men, from 21 to 25 years of age, intoxicated and noisy. From the time I entered the car—and I can’t tell how long they had held high carnival before I entered—until I left_in Georgetown, these ruffians entertained themselves and the other passengers with a con- tinued stream of profanity—one of them, In add tion, continually smoking a horrible cigar. All this time the conductor remained a quiet spectator and auditor. as blind as a bat and as deaf as Messrs. Robinson and Robeson, in spite of the exhibition of fear and disgust on the part of all the females in the car. Is this not a shame? What is a passenger to do under such circum- stances? Leave the car and forfeit his ride; com- ment upon it and retire from public life for a Week or more, a victim to razor rule; or complain to the company and have a poor wretch lose 1s position? (Of late years all the taxes go into the general fund, and the tax bills make no Inention of the specitic subjectsto which the taxes are tobeapplied. Nevertheless the appropriations enable rough estimate upon the subject to be mate. Taking asa basis the city appropriations of the year ft may be sald, in general terms, that the citizens of this city will pay this year taxes approximating the sums foitowing on the hundred dollars for each of the several subjects of city ex- ee diture named: Interest on city debt, 9c. ; po- ee, Bc.; public Schools, 20e,; streets, 12:.; poor, 12e.5 corporation court, '10e.3" salaries, 10¢.; fire department, 122.; expenses of public property, 5c. ; j board of health, 14¢.; printing, 2c.; canal ex- penses, Lice; Deleliay’ judgment, 5c, &c.
