HOW SHALL CONTRACTS FOR SUPPLIES BB LET? ‘The question as to the validity of the contracts recently entered into by the out-going Commis- sioners for general supplies for the current fiscal ear, appears tobe in a fair way of adjustment. To-day the Commissioners received Controller Lawrence, which satd: letter from “Referring to ‘the conversation with Mr. Commissioner West this morning, and with the last clause fn your letterof the 19th inst., I have to say that I am hot aware of any law that Tequires contracts the District, such as stationery, fuel, for supplies for aurdware, &c., to be awarded to the lowest bidders upon pro- pesals which shall have been advertised policy a wise ropriety of would proceeding in r, Dut sus the that manner. jection 5 of the act of June 11th,1878, providing a rmanent form of government for the District of Jolumbia (U.S stat’s, Vol. 20, p. 105), prescribes the methoa of procedure in respect to certain works therein described, but does not apply to contracts for supplies like those before mentioned. In the cases referred to in my letter of the 22d instant, the Commissioners seem to have authority, should they see fit to do so, to enter into new contracts with the same parties, without new advertise- ments, prop osals or awards.” ILLEGAL CONTRACTS CANCELLED.
