Hayes, L Said that he rec- ognized the honor of his appointment to preside asa tribute to the oldest and most wid diffused of our industries, He then read the act constituting the —_com- mission, and said it defined the functions and duties of the body, wht that the one phase of Uhis law should be the keynote of their deliberations, which “declare: { the objective point of our labors is the establishment of a judi- cious tariff, or a reviston of the extsting tariff laws upon a scale of justice toalt interests.” With this end tn view no spectal indust undue advantage, no private Interest ¢ subserved, no duty promoting one industry, y oppressing another can be Justified, a “fadi- cal or subversive change in the present general economical policy of the country 1s virtu- ally Interdicted, and a judicious, not a revolution- ary tariff, a revision, not a destruction of existing tariff laws, fs declared to be the object to which our labors should conduce. By making the national interest paramount to those of section, class or industry we may also find @ solution of many questions of opposite indl- Yidual or sectional interest, and may avoid many difficulties by remembering, while not unmindful of »fustice to existing interests, that protective duties should be imposed or withheld, not for the benefit of individuals or special industries, but for ‘the good of the nation. I shall occupy your atten- tion no Jonger, as all the timeat our command and its most diligent improvement will be required for the fulfillment of the imperative obligation forthe completion of our labors at the time fixed by Con- gress, and I now await your action for the com- mencement of the praetical work of the comuis- jon. Mr. Porter, of the District of Columbia, was elected temporary secretary. A recess was taken, and the members of the commission paid their respects to the President and the Secretary of the Treasury in a body.
