J. Hillyer 1s the energetic chairman, of the Citizens’ committee Of One Hundred have compiled for submission to Congress, some impressive figures in relation to the water works and the water supply. Theae Statements not only answer all objections to the pending bill, but present unanswerable reasons why it should be speedily passed. Such objec- tons as have been made tothe bill are super- ficial in character. The important and funda- mental fact that the present supply does not meet ‘the demand Is conceded. It has been charged that this nadequacy of supply was due to waste on the Part of citizens, but Mr. Hillyer’s committee en- Urely refute this proposition. In the first place the sub-committee take up the question of owner- ship of the works. The law authorizing the con- Struction of the works provided that the needs of the government should first be supplifed; then, if ‘there was any surpius the citizens might have it, under regulations prescribed by government. At the completion of the work in 189 ‘$54 citizens took the water; now 20,000 take it. The government has paid out for the works and its Water supply a total of $3,784,546.72, ‘and the ctti- zens, up to 1879, have paid $1,353,351.17. In the year Of 1879-80, alone, the citizens paid for water supply $196,459.09. The committee potnt out the imperative neces- sity foran increase of supply. In order to supply the departments and Capitol, expensive steam Pumps are required, and last season it was with great diMculty that sufficient water was procured ‘tw keep alive the plants and grass in the parks. In scores of houses,water cannot be obtained half the time on the first floor. Last summer public foun- tains had to be shut off, in order that the school buildings might get water, andeven after that was Tesorted to the supply was far short of what was needed. It t# stated that the report of Col Casey demonstrates that the waste, Ifthere ts any, 1s not ehargeable to the citizens. His measurement showed that from 12 o’ciock (midnight), until 6 &m. On the th of June, hours, durtng which the citizens were asleep and not using water, 970,909 gallons passed out, or at the rate of 23,301,816 gal- lons per day, leaving but an excess of 2,433,322 gal. Jons (the total capacity being 25,740,138 gallons), oF 18% gallons per capita for the citizens, ‘The pending bill, which has passed the Senate and is now before the House, is heartily com- mended as an all-sufficient remedy, not only for the present, but for the future, It will provide an ample supply of water for the citizens as well as for the government for all time. The entire cost of the works upto the present has been something O¥er $5,000,000, and in round numbers they afford a Gaily supply of 26,000,000 gallons. By expending the $1,500,000 proposed in the bill, in accordance with the provisions of that measure, the supply Will be increased to 80,000,000 gallons per day. ‘There have been laid 175 miles of water mains (ex- ¢lustve of service pipes), of which the government has paid for but 5 17-100 miles, yet all of them, under the law, belong to the general government and are subject to tts control as fully as if it had paid every dollar of the cost. The annual water ent paid by the citizens for the past ten years has averaged $138,000,an amount equal, at 3-65 per cent, to interest upon $3,500,000; and yet It Is pro- posed that the government shall expend only $1,500,000 to provide an abundant supply of water. An important consideration also is the sanitary Denefit that would follow the daily passage through ‘She sewers of 80,000,000 gallons of water, making a @urrent that would carry the sewage out clean. It ts manifest that the present water supply, no matter now economically used, ts not sufficient for the purposes of the national capital with its wepidly increasing population and with all tts large buildings, parks, reservations, fish-breeding ponds, etc. Ww.
