THE EVENING STAR. FRIDAY... “CROSBY S. ‘The Evening Star bas a regular. permanent. Bena fide daily circulntion more than trebie that of any other daiiy proper pi Washington. and count to that of all the _other daily papers here added together. Tux Stan office is oonnected with Clange. Advertisements, orders for the paper by mail 226 otherwte. news, or sny information or business n hesent day or niet, free of chars saaaienn ae ity for the summer con have THE Brak mailed to their address, postpaid, and changed a4 Often as desired, for fifty cents a month, inva:iably in | advance. “The Double Sheet ‘To-morrow. ‘TRE Stax will be issued again to-morrow ia | @ight-page form. Advertisers will confer a favor by sending In their orders at the earliest practica- bie moment, to insure insertion and classification. ‘The number of new advertisements printed in April and May was 3,190. +e The straightout republican state committee of Virginia at » meeting heli in Richmond yesterday | determined to take a hand in the Congressional contest. The committee declare their purpose to De to reorganize the perty in Virginia upon a more | substantial basis, and to Increase, If possible, the Fepublican representation in Congress In the Mrst, second and fourth districts, where the col Ored voters predominate, the straightout republl- cans Intend to make a vigorous fight, but tn -the | ther districts their can‘lidates will be run, not | with afy hope of election, but with the view of bringing out the repubit-an voters and effecting a Teorganization of the party. This action of the committee promises another triangular contest in Virginia this year—the democrats, coalitionists and straightout republic:ns Each district 1s to Bold a primary election on the 15th of July for del- egates to a district convention for the nomination of a Congressional candidate, but the committee do not appear to have taken any action with re- gard tothe nomination of a candidate for Con_ gressman-at-large. It is to be presumed that, as a Means towards alding the proposed reorganiza- faon, the party will put a candidate in the fleld. Tt seems to be generally conceded that Mr. John 3. Wise will be the coslition candidate, and the Gemocrats Will possibly give their support to ex- Aaditor Massey, because his election would be re- garded asa rebuke to the coalitionists. Gen. Wick- ham may be selected as the republican candidate. ——__ 2 — In the duel between Messrs. Parker and Burke, of New Orleans, the principle of the right of a jour- Ral to question and criticise the acts of a public Official was tavolved. Mr. Burke is the editor of a daily paper and also state treasurer. Mr. Parker, | editor of another daily journal, made comments ‘Upon the m:inagement of the state finances, which ‘Were not agreeable to Mr. Burke. The latter con- strued these criticisms as personally offensive, and demanded retraction, which was refused, Mr. Par- ker maintaining that he was criticising the acts of Burke as a public official, and not as an editor or & private citizen, and that he was exercising a le- gitimate right in that criticism. On the field, and after the exchange of shots, Parker was willing to make what he considered proper concessions for | the sake of peace, but he positively refused to re- | tract what he had written or to forego his pi lege, as a journalist, of calling in question the acts fa pubile officer. The result was that Burke re- | ceived a wound, while Parker escaped unhurt, and, | according to the theory of appeal to the “god of | battle,” Burke must confess that the decision of the tribunal to which he elected to appeal 1s against him. ee Another double assassination occurred in Ireland Yesterday, Mr. Brooke, a landlord, and a soldier | Who Was acting as escort, both being killed by a single volley fired from behind a wall. This land- lord had gone to Ireland from London, for the Purpose of enforcing evictions against his tenants, ‘with whom he had had disputes tn relation to | rental. This double murder is put down as another agrarian outrage, as no doubt Is entertained that | the crime was perpetrated because of the land- lord’s eviction proceedings. The land league leaders tn Parltament stated that the league organization in the district where this murder was committed was disbanded some months ago, thereby implying that the crime could not be impated to that organization. The natural effeet Of this last assassination will be unfavorable to Ireland. It strengthens the hands of those who maintain that the most rigid laws of repression | are necessary to protect Ife and property in that | — country, and weakens the influence of thos? who ore endeavoring to preserve civil liberty there. ee — The gentiemen composing the tariff commission are doubtless good men, and will likely perform | good service, but it 1s not to be denied that the | Doord as a whole does not give satisfaction to the country. The objection general! urged inst {t, aside from political considerations, fs that the | Members have not the ability to treat the subject | im the broad and comprehensive spirit which its importance demands, nor do they asa rule old that high position in the publle mind which will entitle their conclusions, when reached, to the ‘Weight which they ought to command. Incapae- ity and obscurity, In other words, seems to be t general verdict. <<. — It is apparent from the caucus yesterday after- noon that the democrats tn the Senate are Inclined to oppose the confirmation of the tariff comunis- sion as. a whole. If the democrats were united In their opposition, the rejection of the commission would be a very probable event, as two or three | Fepublicans are sald to be ready to cast their votes | against confirmation. But to offset these adverse Fepublican votes there are several democratic Senators who openly declare their purpose to vote im favor of confirmation. The chances are, there fore, that the favorable report of the finance com- | mittee will be adopted by perhaps two or three | majority. —_—_—_<es___ The prospect of.the passage by the House of the Senate bill to Increase the water supply 1s encour- aging. Now let the Senate select committee on Fiver front Improvement report the bill for the re- clamation of the Potomac fists at once, and bring it toa vote as soon as possible. The Indications are that it would pass the Senate without serious Opposition. In fact, it is not probable that the gener! project and plan will meet with any oppo- sition. There may be some difference of opinion | Upon minor detafls of the plan, but these could | come or harmonized, | The action of the Senate adverse to the amend- | ment proviting that one of the Commissioners of | the District may be a non-resident seems to rule Out the mysterious New Yorker who, according to ‘Vague hints, was to get the place, but whose name | was Ww! from the curtous public.
