AN ORGANIZATION GROWING OUT OF THE RECENT EMANCIPATION CELEBRATION. A mass meeting of the colored people of South Washington was held last night at the Baptist cuurch, old Island hall, Rey. R. & Laws, pastor, to take some action relative to the settling upof the expenses attending the late emancipation cele bration, and to prevent a recurrence of being foreed to beg for contributions to meet similar expenses In the future. There was quite a large attendance, inciuling many womer, all having equal privileges in the meeting. Mr. B. H. Still- yards was elected chairman and J. H. Howard sec- Tetary. The whole range of matters connected with the subject of giving entertainments, fairs, and celebrations were discussed. PUNCTUALITY. ————— A 700 Mile Ride. WHAT TWO WASHINGTON BICYCLISTS PROPOSE TO DO—PROJECTED TRIP FROM WASHINGTON TO THE MAMMOTH CAVES. The interest of those who love to get outside of the polished wheal of a bicycle and spin along the avenues and streets is just now absorbed in a con- templated run of 700 miles, to tie Mammoth caves of Kentue ‘The question discussed 1s not whether the journey can be accomplished, but whether the time can be taken from business and emp’ e the trip. So far only two have decided to make the trip. One is W. C. Scrib- ner, who ‘g well and favorably known to every Dic¥ele rider in the city, and the other is Gale Sher- mon, an expert rider. ‘The latter rode last year from Lita. Ohio,ty Boston, a distance of 1,085, miles fm 15 duys. This morning Chief Justice Cartter had before him the case of Miss Blanche Strait, daughter of Mr. N. A. Strait, on a writ of habeas corpus, The petitioner was represented by Mr. E. B. Hay, and the respondent—Mr. W. D. Crampsey, the grand- father of the girl—by Mr. F. Miller. Miss Strait is fourteen years of age, and in the divorce case in Which desertion was charged a decree was made in 1878 awarding the custody of the child to the mother. Mrs Strait died tn March, and it 1s clutined requested that the girl remain with the grandfather. This morning when the case was called Mr. Miller read the eMidavit of Mr. Cramp- y, to that the writ was not served on se him jock, and he was unable to see his counsel till 10 o’clock last night, where he could procure a copy of the petition. He submits that the girl being over 14 years old has the right to select her own guardian, and that his daughter on her death bed requested him to take care of her. Mr. Hay replied that the question which It was desired to present was whether it would not be to the best Interests of the young lady that her father should e her custody. REPORT OF THE ———__ ‘Messrs. Graves, McMillan and Garrison, the com_ mittee appointed to examine the stationery divi. sion, have submitted thetr report to Secretary Folger. Itis very elaborate and enters minutely into the detatis of the business of the division an@ the laws relating to it The division supplies the stationery to all of the offices of the Treasury, both in Washington and throughout the country. The stationery pur- chased during the fissal year Iss amouneed to $7,593.11, 0: which $49,678.89 was purchased under contract and the remainder in the open market. The committee recommend the extension of the con- tract system to all the purchases of stationery, and that no exceptions be permitted except on the specific order of the Secretary. A complete inven- tory of the stock on hand is sumnitted, aggregating $73,958.36, The committee reganl this stock as ex- cessive, and recommend that It be reduced. Of many articles there are on hand sufficient quantl- ties to last from two to three years. The committee report that the cost. of ad- vertising of the department has been largely re- duced un-er the management of the division. The amount expended for advertising for the two years ending September 30th, 1873, Was more than $40,000, while in the two years énding July Ast, 1881, it was only $13,587.60. They say that thé advertising has been treated in some asa matter patronage, and express the opinion that it” ‘shold be governed entirely by economic considerations, and that those newspapers should be chosen irre- spective of their politics, which wiH best and most cheaply reach the class for whose information the advertisement s intended. ‘They recommend that the expenditure for newspapers be limited to $100 a year as required by law and that the remain- der of the annual appropriation of $500 be expended for financial and technical publications for the use of the officers of the department. ‘They state that the force of the division is competent and usefuily employed, and recommend that it be reg- ularly appropriated for, Instead of being paid for from the customs appropriation. ‘They find on hand $94,785 in official postage = supply suMictent to last for five years, ond recommend that no further appropriations for this purpose be asked for until required. The charge that stationery was furnished to the “Sherman committe” was fuliy Investigated, and 630 written pages of testimony taken under oath, Which fs submitted with the report. ‘The testimony 1s carefully analysed by the committee. ‘They find that at the time the arrangement be- tween Sturtevant and Pitney for furnishing the “Sherman committee” with stationery 1s alleged to have been made the committee was being sup- piled with stationery by J. Bradley Adams, who was receiving pay for tt from Pitney on vouchers for file-holders. They find also that the heavy box, supposed to contain stationery, which was taken’ from the department to the Corcoran building by Treasury labggers, actually contained 100 copies of “Bronson’s L¥fe of Sherman,” gent. to Mr. Sherman from Columbus, Ohio, in March, 1880, by the publishers, and by Sherman’s direction taken to the Corcoran building and delivered to a member of the Sherman committee. In conclusion, they report as the strong convic- tion of each member of the committee, linpressed on their minds by six weeks’ patient and thorough investigation, “that no stationery was furnished by the stationery division, directly or indirectly, for the use of the so-calléd Sherman committee, and that no arrangements to that end were ever entered Into by the chief of that diviston.” ‘The general tone of the report 1s favorable to the management of the division, though many detalis are criticised. The order given to Mr. Warren Choate for per- misston to run electric-light wires embraces the following streets: D street, from 7th to 10th; E street, from 7th to 14th; F street, from 7th to 10th; ‘7th, from Pennsylvania avenue to G street; 10th, from Pennsylvania avenue to E; 15th, from Penn- sylvania avenue to H; Pennsylvania avenue, from 43¢ to 15th, under such regulations respecting height of poles and other details as the Commis- sioners may prescibe. They repeated their grievances to the Commissioners, stating that they are willing to pay, but the push- cart dealers can undersell them all the time, having no license to pay under Judge Snell’s den- nition of the law, and they (the licensed men) have no protection at all.
