The number of new advertisements on Sat- urday averages 150, while the total circulation of the double-sheet fssues for four weeks has reached the enormous figure of 118,803. a Tt appears that Representative Randall’s ground of opposition to the tax and Heense bill reported by the District committee, was not because It taxed drummers, but because it taxed educational and charitable institutions. Reference to the full Teport of the debate im the Record, shows, however, that most of the seant time allowed for the consideration of tits District matter was Oceupied by Mr. Cox, Mr. Skinner and others in behalf of the drummers. ‘The pertinent point was made by Mr. Neal in answer to those who opposed the bill, because op- S not offered for longer discussion, entlemen had been present, as they should have been when the measure was up for consideration during the evening sessions, they would have had ample time for the discussion of every provision of the bill We think the pro- Visions of the bill fn regard to the tax upon Schools and some other forms of taxation are open to amendment, but if the members of the House refuse to dis their manifest duties by at- tending the sessions specially set apart for the Consideration of this very measure, they certainly have no right to complain of want of opportunity to discuss It. And complaint comes with a particularly bad grace from the members who oc- cupied so much of the valuable time of the House on Monday in advocating the petty Interests of a few of their drummer constituents, who want to evade paying the tax in Washington they have to pay elsewhere. a) With the exception of occasional glimpses of what the miners cali pay color, ft must be said that up to this point the Shipherd investigation has hardly panned out in the way the public was Jed to expect from the character of the surface in- dications. Mr. Shipherd has a way of leading his hearers to think he 1s on the point of disclosing ‘something very wonderful, but when he opens his budget it is found to contain very little after all ‘that apy one really cares much about. Is It pos- sible that Mr. Shipherd 1s posing as a person who knows a great deal if he only would tell It, in order to advertise himseif and his schemes as things of some consequence? Just where the hitch exists in the case is hard to determine as yet. Various ‘theories are held. It may be one thing, and it may be another. To resume mining metaphors, when @ venture of which a great deal was expected turns out to be a failure that result {s sometimes due to the fact that the digging was done in the Wrong place, though In good faith, and sometimes to the fact that there ts really no ore in the vicin- ity. It happens, too, oceastonly, that prospectors themselves are not always willing to disclose the true vein. Meantime, however, those whoare in seareh of spring novelties should not despair. Mr. Shipherd may do better by and by. Besides, it must not be forgotten that some other gentlemen are to be heard from after he gets through. Gen- eral Hurlbut will probably take the stand, and when he does his story will doubtless be worth Ustening to. He ts lable to have views on any sub- ject that Interests him. and he has moreover a ple- turesque and emphatic way of expressing them. —— — Advocates of the franking privilege say that “the postal service Is that therefore “there Is neither sense nor reason in compelling members of Congress to pay postage on thousands of letters to tieir constituents in answer to Inquiries.” The answer to this is that it is as much the business of a meer of Congress to answer the inquiries of his constituents as It 18 that of a merchant to send out circulars and answer the letters of his correspondents. It is all 1m the line of business, and if one has the right to send his mail matter free the other Is equally en- Utled to the privilege. The talk about one being a public and the other a private Interest ts all bosh. Running for Congress is a business occupation as much as practicing law, carrying on a store, or Funning a factory, and should be put upon precise_ Jy the same footing as those pursuits. ‘The editor of the Providence Press does not hest- tate to intimate in so many words that Mr. Wil- Mam Brown, the noted Kentucky letter writer, tnade “persistent efforts to get office under Gar- feld on the plea of having helped nominate him,” and leaves the cruel Inference to be drawn that disappointment was the inspiration of that gentle- man’s recent assaults upon the late President’s reputation. What the facts may be in this instance we have no means of knowin; but it is safe as a general thing to assume that there 1s 4 grievance Of some sort at the bottom of the matter when- ever the memory of the dead is assailed.
