There ts not a penny in it for the lobby, and ft effectually shuts out the enterprising crowd of land speculators. Of the great mass of bills introduced in Congress at every session it is probably safe to say that more than half relate to claims against the gov- ernment. So many bills for claims have accamu- lated and, in fact, do accumulate every sessio! that ft is physically impossible for Congress to give that attention to all of them which the In- | terest of the government demands. It is adinttted on all sides that the government should pay {ts Just debts, and pay them promptly, but the difti- eulty Is for Congress to ascertain Which of the elalins have merit and which have not. There isa Dill now pending, and which it Is expected will come betore the House for consideration early this Week, which proposes to refer all claims presented to Congress to the Court of Claims.
