A VERDICT AGAINST 4 TELEGRAPH COMPANY.— On the 5th of December, 1881, Edward Hayes sent a full-rate telegram from Waverly, Ohio, to this city to his wife. Somewhere between Wa- verly and Columbus the telegram was changed from a full-rate to half-rate.” It arrived here in the night, but under the rules of half-rate nies Sages, It’ was not delivered until the next day about 9 o’cloek. ‘The message was in these words: “sent twenty-five.
