Pa., and landed him on the streets. He wandered about for some time,and was directed to Lieut. Greer’s station-house, on Massachusetts avenue, between $th and 10th streets, when it was discovered that his face and hands were all broken out with an eruption of smallpox. He was kept on the street outside the station, and word sent to the health office, where preparations were at once made to have a vehicte call for him. Inthe meantime mounted Policeman Sullivan started him off through the streets on foot, while he rode some distance be- hind him, all the way to the health office. He was kept in the alley in the rear until convey- ance could be procured for the smallpox hospi- tal, He gives his name as Abram Smith, 30 years old, and says he never was vaccinated. Sega Tae Evper Divorce —To-day, in the Equity Court, Judge Wylie ordered a decree of divorce in the case of Ira A. Elder agt. John W. Elder. The phiintiff sets forth that she was married to defendant at Hernesyille, Miss., July 12th, 1868; that they lived together more than three years, and she charged that from one month after the marriage he commenced to treat her coldly; that he absented himself from the house for weeks at a time; that he visited houses of ill fame, and treated her cruelly, &c. She further charged that after . P. Bergevin commenced his suit for a divorce he procured defendant to inveigle Mrs. Bergevin into a house of ill-fame, for the purpose of obtaining testimony against his wife, and defendant, for a sum of money did commit adultery with Mrs. Bergeyin. SECRETARY SHERMAN’S THREE PER CENT BILL. The Senate committee on finance, this morn- ing, unanimously agreed to recommend the passage of the Skerman three per cent funding bill with amendments reducing the aggregate atnount of the three per cent bonds to be issued iz that the amount d shall not exceed, at any one time, the sum of $25,000,000. Tie committee took this action after hearing Secre- tary Folger, who expressed himself in. oppost- tion to the proposition, preferring to retain the government privilege of calling in the three and a-half per cent bends at any time. SENATE COMMITTEE ON RATLROADS. The Senate committee on railroads to-day had up Senator Maxey’s bill to grant right-of- way for a railroad through the Choctaw nation. It was referred to a sub-committee of three to consult with the Secretary of the Interior and ascertain if the government has consented to the matter and if there is no bar to the passaze of the bill. SALE OF LOTTERY TICKETS IN THE DISTRICT. Senator Morrill to-day offered a resolution to instruet the judiciary committee to inquire and report if there is not some law to prohibit the advertising and rale of lottery tickets in the District of Columbia. A report of the condition of the Freedmen’s bank, by Orson Adams, national bank examiner, who conducted an investigation by order of Controller Knox, was to-day submitted to the Senate. It is very voluminous and the written pages would half filla bushel basket. The re- port shows the condition of the bank on the 7th of March, 1881. The loans amounted to 747,087.07, of which — $112,453.10 are ed to be good: $154,126.01 doubttul and $480,528.56 are regarded as worthless. The over-drafts amount to $55,129.06 and are of no value. There is a debit balance of stocks, bonds, &ec., of $69,408.60, of which the following are worthless: Northern Pacific railroad bonds and balance of account after sale of bonds, $311.49; Maryland = mining and manufacturing bends, $57,500; Chesapeake and Ohio railroad ‘bonds, $191.08. The re- mainder of the securities are good personal property at branches of the bank, $29,519.96. It | did represent office furniture, etc.. but all of this property now in possession of the bank consists of the furniture and two safes in the commissioner's office here worth about $1,500. THE REAL ESTATE. This property is situated in the District of Co- lumbia, Jacksonville, Fla., Vicksburg, Missis- sisippi, Memphis, Tenn., Atlanta, Ga., Norfolk, The real estate in the southern states is abso- utely unproductive and a charge upon the com- pany for taxes, ete., and should be sold at the earliest practicable day. The improved property in Washington pays a fair rental. The banking house is leased to the government at an annual rental of $20,600, but because of ingufficient ap- propriations the rent is now in arrears to the amount of $31,133.33; judgment has been ob- tained for £17,250 of this arrearage, by the late Commissioner Evan Lyons, who has heretofore leased the Lyons’ mill property at Rock Creek, THE MISCELLANEOUS CLAIMS are worthless, with the exception of the Bucher Judgment now in the United States Supreme Court, the Hen mith debt, and Catching & Ingersoll, upon which something may be real- ized. There is an item of $332,954.16 to the debit of profit and loss account. He did not. however, argue acainst a three per cent funding bill. He said that it was practicable, and that he would exe- cute the provisions of any bill which Congress might pass. REFORM IN THE TREASURY DEPARTMENT.—Ap- pointment Clerk Butler has discovered that by the abuse of what is known as the lapse tund of the Treasury department, under the former regime, there would, even at this early staze of the fiseal year, be a deticiency in clerk hire June 30th next of $12,000. _In order to make up the deficiency, a number of regular clerks will have to be suspended for atime. Mr. Butler aiso has a big job on hand in putting a stop to the prac- tice of splitting salaries. A practice has grown up where a clerk is appropriated for at say $1,400 or $1,600 per year, of putting two people on the rolls, generally women, and dividing the salary between then Sere Suit AGAINST A BUILDING ASsOcTATION.—To- day, Mr.-W. B. Webb, for Sarah Burnett, filed a suit against C. B. Church, W. T. Walker, J. Har- rison Johnson, Oliver T. She states that on May 28th, 1873, she purchased of defendants a certain house and lot, and they undertook to pay all asseasinents over and above $100, which they failed to pay, and she charges that there is due her $160.18; w! 05.
