Whether figures can or cannot lie, tt 1s well ‘be made to show most erroneous and mischievous" Tesults. A cise in point ts furnished by the so- called vital statistics of the Districts of Columbia, Which habitually show an excess of deaths over Dirths in this community. Any person endowed With reasoning ficulties knows that this ts the Teverse of the truth—yet the tables showing what does not exist are regularly given out. The report for the year ending on the 30th of June last, for example, showed an excess of 541 deaths over Dirths during that period, while that for the month Of September culls for 155 more deaths than Dirths during that ‘atively brief space of time. Now, in the face of the constant and rapid Increase of the population of Washington, these figures tre simply absurd. But for that well-known fact they would be injurious. Itis nonsense to claim Af any one were so disposed, that the whole growth Of the elty over and above these reported losses comes from {minigration, since that tide naturally ceases to flow toward any place notoriously se un- healthy as to depopulate itself but for reinzorce- ments supplied from the outside. What ts the explanation of reports capable of ‘Deng So framed or construed as to convey false and injurious Impresstonst The answer 1s that While returns are promptly and correctly made In Tegand to deaths, {thas been found impossible to procure full and rate figures In regard to the Births. Itappears, furthermore, that the mem- dersof the medical profession are more at fault in this matter thin are the midwives,—bot! sses being put upon the same footing touching the making of returns concerning such births as they may “attentl, assist or advise at” This showing ts somewhat surprising. The contrary State of things is what one would naturally ex- pect; and it is not easy to understand how edu- cated and trained phy=tetans, who are as much interested as any other class can be fn reliable Vital statistics, should willfully violate or neglect the law on the subject, and thus ald In the dissem- {nation of erroneous and prejudicial reports.
