In fact, any banking law which does not hold the whole estate of directors of a bank re- sponsible for the honest management of its affairs may be regarded as lacking the most essential feature of security. If they are not willing to take this risk that fact itself should put stockholders on their cuard, and lead them to look elsewhere for managers. «0+ — ‘The municipal contest in Brooklyn has narrowed down to a straight party fight between the demo- erats and republicans. The anti-ring democrats nomi- nated Gen. Slocum for mayor with some sort of understanding that the independent repub! Would endorse him. The independent republicans thonght they had the democrats divided and that it was too good an opportunity to win to be Wasted in endorsing a democrat. Therefore, they Beminated Mr. Low. The anti-ring democrats claimed that faith had not been kept, and as a mat- terof spite went over bodily to the regular demo- cratic candidate, Howells, who represents the Me- Laughlin ring.
