_ THE EVENING STAR. WASHINGTON, RSDAY.. October 27, 1881. "CROSBY S. NOYES. ‘The Evening Star has « regular, permanent. bona fide daily circulation more than treble that of any ether daily paper published in Washington, and equal to that of all the other daily papers here added tegether. ‘Tue STAR office is connected with the Telephone Ex- change. Advertisements, orders for the paper by mail anc otherwise, news, or any information or business can be sent day or nizht, free of charge. Double Sheet on Saturday. ‘THE Stak Will be issued in double sheet or eight Page form of fifty-six columns on Saturday. Ad- vertisers will confer a favor by sending in their orders early for this enlarged and extraordinary edition, The number of new advertisements Printed tn October exceeds any previous month in the history of the paper. Up to to-day it is 2,051. er, First Assistant Postmaster-General Tyner yes- tertay, In obedience to the demand two weeks ago, tendered his resignation to the Postmaster- General, and it was promptly accepted. Mr. ‘Tyner, it appears, concluded that discretion was the better part of valor in the contest he had opened, and he therefore retired with as much gTace as was left to him. Inasmuch as the Post- master-General declares that there are no charges against Mr. Tyner affecting his official honor or integrity, the country will perhaps modify {ts ver- dict upon his official conduct to one of mistaken leniency with offenders under him, influenced by | bad adviee. There is no mistaking the sentiment of the people in regard to the present manage- ment of the department. The policy of weeding out incompetent and unfaithful subordinates and f economizing wherever money can be saved without Injury to the service, which Mr. James has inaugurated, is approved by all who are neither interested in the wrongs that have hither- to existed or are affected by the charges growing out of those wrongs. The people earnestly desire that Gen. James shall have every opportunity and faetiity for the prosecution of his good work, and suhornates who are not in sympathy with him can retire with the cordial consent of the country. = — ‘The municipal election in Baltimore yesterday Tesuited in a clean democratic triumph. The “old line” or bolting democrats instead of hurt- ing the machine by entering the field against it seem to have benefited it most decidedly. Every nominee of the regulars was elected by a majority nearly double the vote of the republicans and independent democrats combined. In the election of 1879, when only the democratic and republican Parties were in the fleld, the latter elected two Meznbers of the councils. Of course, the machine is jubilant, and the independents are demoralized. Ex-Senator Whyte, the new mayor, was originally nominated by the old line or independent wing of the party and was supposed to have a decided Preference for the nominees of that wing for the councils; but he will have to march to regular machine music during his term of office. ———_ er ‘The demand for the bonds of the dead confed- erate states continues, and during the past few Weeks the southern people have sold them to the amount of millions of dollars at $2.50 and $3 per $1,000. What caused the demand and what keeps it up, nobody seems able to explain. There is a Sum of money amounting to over $800,000 in the bank of England, which originally belonged te the confederate government. That government, dur- ing its stormy existence kept a deposit In the Eng- Ush bank to pay expenses abroad, and when the collapse came there remained some hundreds of thousahds of dollare to its credit. The money belongs to the United States, but it seems that the proper steps to recover it have never been te It 1s quite likely that some speculators abroad have conceived the idea that this money an by some process be made to apply to the re- demption of the confederate bonds. There does Rot appear to be any other plausiblereason why a confederate bond should be worth anything. ‘The Mississippi river Improvement convention, Row tn session at St. Louis, will, no doubt, appeal t» Congress for Mberal appropriations, and ap- point “commissioners” to remain im Washington during the coming winter to labor for these appro- Priations. The Mississippi is a noble stream, a great Inland sea, and tt is of incalculable service to the people of the extensive valley which bears its Bame. Its constanily shifting current renders it Recessary that money should be expended yearly in order to maintain navigation. But the trouble 4s the people of the Mississtppi valley are inclined toregard that section as the entire country, and their great river as the only stream entitled to the Lberal consideration of Congress. Their demands Upon Congress usually cover millions of doltars, and embrace plans comprehending improvement from the source to the mouth of the river. Let the Present convention moderate its demands to the Proportion of benefit that the section tt represents 4s entitled, and probably Congress will grant them Without much deta; ——_—~<-e>____ The reports of delegates at the recent interna- tonal revolutionary congress at Chur, Switzer- land, show that soctalism is retrograding in all Parts of the world with the exception of France. ‘The delegate from the United States gave agloomy Account of the condition of socialism here. He stated that better times had pretty well destroyed the organization by depriving it of its supporters; ‘that the journals which several years ago advo- cated soclalistic principles had elther died for want Of putroaage or were now supporting some more Popular doctrine. The reports trom Hungary, Bel- gium and Great Britain were ail discouraging. Only the French delegate gave anything like a Dright outlook. He stated that soctalism was al- Feady » political pewer tm his country whlch all Parties were careful toco: silt. Itis more than probable that the French delegate overdrew his Picture cf the power of socialism in France. - — The people of Connecticut, or that portion of them who insist upon making an example of the Rev. Dr. Bacon, of Norwich, because of his infrac- ton of one of the “old Blue laws” in taking ex- President Hayes out to drive on Sunday, are proba- Diy laying up considerable annoyance for them- selves in future. Very few people in Connecticut are familiar enoush with these old laws to obey their ‘nts on all occasions, and if the feach neighbor watching the other to his conduet a violation of some one of fons of the Blue laws, becomes general, There ts no telling who may not be offenders. The trouble with Dr. Bacon seems to be that he has, Lituerto, insisted upon a rigid observance of the Biur lows, and now, those to whom he has applied i pose to give hima taste of his own ee ‘They are making {t hot for a mine owner out in Colorado, who was caught salting the ores from holes in the ground which he was in- Sell for a fabuious sum to a St. Louis company. What can a government do against a people united im sentiment and determined to resist, but not rebel? a —————EE——EEEE T= GENUINE BROWNS GINGER = o KNOWN TO DO ITS WORK! WHY LOSE TIME IN EXPERIMENTING? ™ CHOLERA AND CRAMPS TIME IS SHORT LItTITLe MEN. “There are no voys now-a-days,” is an expression frequently heard. It msy be due to their being ahead in brightness of the boys of the good ‘‘old times” that song writers love to dwell upon. We think if in 2s great measure due to their advanced tastes in dress. The boy of ten will no longer allow his big brother's clothes to be cut down for him. He wants his clothes to fit him, and there is where we agree with him. When a suit can be obtained at the moderate figures we have placed on them, there is no necessity of causing boys to look deformed. ‘There never was s time when we had so complete a Stock as we have at present. There may be as large Stock elsewhere. If there is, we are not aware of it. ‘The same styles we have are not shown by any.other house. We do not have any children's overcoats at $18 or $20, as we know the people do not want fancy- trimmed goods and get no value out of the goods them- selves. Our garments are made neat and stylish, our aim being to produce a GOOD, WEARING, STYLISH GARMENT AT MODERATE COST. That we succeed can be best proven by a visit to our BOYS’ AND CHILDREN’S DEPARTMENT. Saturday is always a | Fushing day, as the boys are outof school. We, how- ever, are amply prepared for all that may call, and should be glad to see y: A. SAKS & CO., THE STRICTLY ONE-PRICE CLOTHIERS, om ‘316 anp 318 SkvENTH STREET. WANTED—HELP. FOR RENT—ROOMS.
