It ts almost to be hoped, however, that the decision will be adverse. There is no need for hi able to understand; and to see the waters of the classic Tiber fretted by the wheels of a steamer or hear the scream of steam whistles echoing among the ruins of that ancient city would be strangely at odds with the history and spirit of the place.
