Advertisements, orders for the paper by mai! ‘and otherwise, news, or any information or busines: can be sent day or nixht, free of chai In conversation with a prominent ettizen of one of the southern states, who called upon him to talk of national affairs, Secretary Blaine issaid to have stated that the last talk he ever beld with the late President Garfield was in reference to the “Complete reconciliation of the two sections.” His visitor was very agreeably impressed with the Secretary, who expressed, so the story goes, an in- tention of making a tour south this winter. If Mr. Blaine adheres to this intention he will probably give other Presidential aspirants some cause for apprehension. He will undoubtediy make thou- sands of friends in that section. He invariably at- tracts all with whom he comes in contact. Going there asa distinguished citizen of the republti ‘Who has rendered the nation tnvaluable service, and being out of office, he will be at full liberty to receive all attention the people choose to pay him. He has, as a public man, always manifested a lively Interest in the material development of the southern states, and has voted for every measure coming before him, having the improvement or ‘Denentt of any part of the south for its object. He ‘would be warmly welcomed there as the prime minister of the dead Presttent, who so earnestly desired and labored for sectional reconeiliation. —— ‘The recent developments in relation to the past administration of the star route mail serv! Incident to the alleged dismissal of First Assistant Postmaster General Tyner, have thtensified publ interest In the pending examination, and there is | ageneral demand that the most sweeping and m Shall be had. Mr. Tyner ts quoted as saying that he submitted his report condemniug the star service system then in vogue to Posti and that it was also shown to President Hayes; that Mr. Key advised the suppression of the document, because {ts pub- Heation would make trouble. Enough has been developed to show that {t only requires a deter- mined investigation to bring out all the dark secrets of the star route ring and its mismanage- ment. As it was the people’s money that was thus wasted,they have aright, at least, to know who isre- responsible, and Postmaster General James no oubt intends that they shall be gratified. He has displayed nerve enough in the past in dealing With this question to give assurance that he will go on to the end In the right way. << —__—_— Is there not getting to be just a little too much of the Garfield Memorial business? Trees that ex- pend their vital forces in giving out a gorgeous display of blossom s in the spring do not generally bear much or very good fruit at harvest time. Thus there fs great danger that, between the efforts in behalf of Memorial Universities, Hospitals, Churches, Libraries, Educational Funds, Monu- ments, Statues, Fountains, Busts, Medals, and What not, projected in all parts of the country, few or none wiilever be completed, or, if finished, prove to be worthy their purpose. Such a course is not possible perhaps, on account of local ambitionsand Jealousies, but It is none the less to be regretted tha 1 the funds contributed with these laudable ends In view cannot be consolidated and applied to one or two suitable objects. In this way, and in this way alane, resuits might be secured which Would be at once a credit to the country and a fit- x memorial of its late honored official head. If this consummation were once well assured, there Would be little or no trouble or delay in ratsing all the nS necessary for the purpose. As things . how, it looks as though money might tn slow and be frittered away without ade- quate fruits. + »>—_ The New York Medical Record, after tully dis cussing the question of Guiteau’s insanity and giving due weight to all the arguments and au- thofities favoring the theory of Insanity, concludes that although in some respects a monomaniac, Guiteau can not be said to be legally irresponsible for his crime. In the case of the present murder ft may be shown that the act was done under a kind of delusion, but, this will not be enough.
