This is a wise thing for the new company to do, on its own account, and a good thing for the public. In the first place, between the oppositionon the part of the public to any More pole-strung wires in city streets, and the fight that would naturally be made against a new competitor by the existing telegraph monopoly, there was little hope of getting its lines Into the city in any other way. In the second place, the fact that one com; can and is willing to lay its ‘Wires under ground clearly demonstrates that the Wires of all companies, telegraphic, telephonic, or for other methods of communication, can be so placed. This point hardly needed demonstration, to be sure; but an experiment which shows a sub- terranean sys! ible In this country May encourage municipal authorities tn insisting on its general Introduction without de — — 3 the late experience of Mr. Bayard With the temporary presidency of the Senate puts Ihim in the direct line for the democratic natior Nomination in 1884s combatted by the New York Star. Mr. Kelly wants a nominee of sterner stufl and more unswerving devotion to the cause of Gemocratic success than Mr. Bayard’s recent course shows him to be possessed of. To use his own language, a man “who was too feeble and frightened to take the office to which he was €lectest by the people and the electoral college,” and another “who was too feeble and chivalrous to hold by his own vote the office to which he had been elected by the democratic majority of the Senate” are not the sort of people to carry his ban- ner in the next fight. In other words, the sage of Tammany wants a leader hereafter who will grab every thing in sight, and hold on to it,—for the sake of the party. Messrs. Tilden and Bayard will therefore please take notice, and get themselves out of the way in time. dae ee ‘It now seems probable that Prof. King and his companion of the signal service bureau, who as- cended from Chicago in a balioon four or five days ago, are lost. Diligent search has so far falled to find any trace of them. Even if they succeeded in landing unhurt in the entensive forests above Chk cago, there is danger of death from starvation, a8 they took only two days’ provisions with them. Donaidson and Wise, aeronauts as skilled as King, have been lost within the last few years. They, too, put faith in the success of aerial navigation, and believed that certain upper currents which could be relied upon to carry balloons in certain directions could be discovered. A skeleton on the shores of one of the northern lakes In the forests of Michigan will probably, at some future day, tell the past story of King’s failure, as was the case first with Donaldson and then with Wise. —___o+ _____ So far as experience or observation here goes, Washington has seen Ittie.to commend in the Matter of the electric light. That in use at the Riggs House for some time past gives a flickering and unsatisfactory light, and that with which it Was proposed to illuminate Pennsylvania Avenue 4s either good for nothing or has been in incom- petent hands. The public feeling in regard to this affair, it may be said, by the way, ts rapidly changing trom interest to disgust. If gas 1s to be supplanted in Washington by this new tnvention, the latter will have to make a much better show- ing for itself than it has yet made here. —— ‘The verdict of the coroner’s jury in the case of the lives lost by the burning of the Harvey-Lan- denberyer mills in Philadelphia last week was just What it ought to have been. The jury found “that Joseph Harvey, owner of the mills, ts criminally responsible for the loss of life in neglecting to furnish proper means of fire-escape in cases of fire;” and further, “that the city of Philadelphia 1s responsible for not enforcing the laws compelling Joseph Harvey to erect proper fire-escapes.". Now let the officers of the law go to work vigorously, and such calamities will not be so common here- after. —____+e5—___ Prot. Galtier, of the veterinary school of Lyons, France, is making experiments with the view of discovering a method for the prevention of the horrible effects of hydrophobia. His idea ts that an injection of the virus of rabies into the veins will protect a person against the poison if bitten by a med dog, on the same principle that vaccination against small-pox is successful. Even if the pro- fessor demonstrates the accuracy of his theory he Will probably not drive a very extensive business im the way of innoculating people with rabies Virus. Asageneral thing a man would prefer to Yun the risk of being bitten by amad dog rather than have the vile poison in his veins. eS pee Itmay be useful if not pleasant to Senator Ma- hone to know that the position and style assumed in his late letter to the public in regard to General Early are almost unanimousiy condemned by the press and people of the country. GENTS’ FURNISHING, IN THE MOST COMPLETE ASSORTMENT, COLLARS, CUFFS, NECKWEAR, GLOVES, 8US- PENDERS, UNDERWEAR, aD ALL OF THE ELEGANT ACCESSORIES TO THE WASHINGTON MARKET COMPANY, SALES OF STALIS CENTER MARKET, OCTOBER 22, AT 11 O'CLOCK. These sales are required to be made by act of Con- gress, which says that the stalls and stands ehall be let to thehichest bidder at suction fora term of one or more years. Sales weré made in 1872 for two years; in 1874 sales for three years more were advertised, but were prevented by an injunction in a lawsuit brought by the marketmen, which has lasted seven years and Prevented a compliance with the lew and deprived the Company of itg rights during that time. The Supreme Court of the“United States decided every question against the marketmen and in favor of the Company, and theauction sales must now be made. The rentals of the stalls have been reduced by the Company so that after tne discount of 20 per cent. made to purchasers at auction for prompt payment in advance, they will be monthly, on Butchers’s single stalls, $9.60, or $14.40 on ahalf eection of a stall and a half, or $28.80 ona full section of three stalls; on Bacon stalls, $7.20, or $10.80, or $21.60; on Butter stalls, $5.40, or $8.10, or $16.20; on Hucksters’ stalls (or equivalent stalls), in Seventh and Ninth street buildings, $5.60, or $8.40, or $16.80; in B street buildings, $4.20, or $6.30, or $12.60; on Fish stalls, $4.80, or $7.20, or $14.40. The auction sales will be of the rieht to occupy, if the purchaser chooses, for eighteen (18) years, until January 1, 1900. The act of Congress provides that there shall be no by-bidding on the part of the Company, directly or indirectly, but that a minimum rate of bids may be fixed, below which bids will not be received. The minimums will be, on a Butcher's single stall, $150, $225 on a half-section, or $450 on a full section of three stalls; on Bacon and But- ter stalls, $120, or $180, or $360;on Huckstere’ or equivalent stalls, $100, or $150, or $300; on Fixh stalls, $200. This bonus will be payable $25 cash down ; 20 per cent., crediting the $25 on taking possession, and bal- ance in eight 10-per cent. installments, payable semi- annually, with 5 per cent. interest. No promissory notes or sureties for the bonus will be required, but the stalls will be the sole security; and if the marketman chooses to quit his stalls at any time he may do so, and any bonus certificate not then due will be canceled and siven up to him. The above bonus will, during the eighteen years, increase only 70 cents per month, the amount paid for a single Butcher's stall; for a Bacon or Butter stall, 56 cents; for a Huckster’s or equivalent stall, 46 cents; for a Fish stall, 93 cents. The sales will be as in 1872, of the first, second, and subsequent choices of stalls in the several classes; and the highest bidder above the minimum for a choice can select any stalls in the market of his class not previously sold or selected. Anycombination or conspiracy or threats to Prevent a free and falll sale, or to deter any person from bidding or from selecting or occupying stalls, will be promptly prosecuted according to law. Full printed terms of sale, classification of stalls by numbers, forms of azreement of lease, and bonus certificates and Market itegulations may be obtained on application at the Company's Office. P.
