WASHINGTON, THURSDAY SEPT! CROSBY S. NOYES BER 22, 1881. Editor. bona fide daily circa! ‘ion more than treble that of any other daily paper published in Washington, and equal to that ef all the ether daily papers here added together. ‘THe STAR Office is conn me Exe the paper by mail and otherwise, information or business can be free of charze. Two Processions. How many minds involuntarily contrasted the picture presented at the Capitol yesterday with that at the same place on the 4th of last March. One was life, the other death, portrayed by the hand of th at Master himself, and, there- impressive. In the splen- dor of physical manhood and vigor on inaugura- tion day Gen. id drove to the Capitol to formally enter upon the work of the great trust | Teposed in him. At every * step of progress towards the Capitol he was greeted | with the giad acciaims of the populace. From every ‘state and territory of the Union people had gathered at the national capital to testify their esteem for and confldence in their chosen ruler. He was the nation’s pride and the hopes of fifty millions of freemen centered in him. He was moved and his heart swelled within him as he observed the deep abiding hold he had upon the popular regard. All was animation, joy and hope. Yesterday the mortal remains of the pop- ular President moved slowly down Pennsylvania avenue, The crowd was there, but sorrow filled every heart. Instead of the lively music of the 4th of Mareh, the solemn strains of a funeray di dled to the solemnity of the scene. Ali | heads were bowed, and no sound, save the solemn music. broke the air. “Under that same roof, whieh had words of the living statesman, the dead hero was borne, and within a tew feet of the spot where he took the oath of offle rested. imprem the most thoughtless with the certainty of death, and in its presence how trivial is all earthly glory ° aor The Noble Dead. ‘The face of the dead President bears but little Tesemblance to these fine, epen, manly features | Months of severe | Physical sufiering reduced thet muscular frame | which everybody admired. to the shadow of its former brance that the popular heart will earry of Gen. Gartield, however. will be a picture of him as he was in health. His kindly nature and al friendiy bearing. who can wonder at his great popularity He was unselfish, generous and ever considerate of others. The leader of his party in the House of Rep- Tesentatives for years, essarily taking a promin political questions, he never indulged in lan- guage caleulated to wound the sensibilities of an opponent. If word fell from hi bility be coi The remem- Y any possi- sh meaning, he Would never rest until the member who mizkt | jeved was found and satisfied that no | feel a; urkind feeling had prompted his utterances. His great heart was full of the milk of human kindness, and half the labor of his life was given up inter- extediy to the good of others. His re- markably successful career was a testimonial of his trne worth. Without any special effort to advance himself, devoting his time and abilities singly to the duties of each position given to him, trusting entirely to the people, he was after Jess than a quarter of a century of participation in public affairs, elevated to the highest place within the gift of the public. He knew absolutely nothing of the arts of the politician. He never schemed for promotion, but was en- tirely satisfied with the honors conferred upon him. No other man in the history of this government ever had such honors freely, | heartily conferred upon him. While a represen! | tative in Congress he was unanimously elected U.S. Senator by his party in his native state, and With both these civie honors laid at his feet he | was called to the Presidency of the republic; and when he assumed the responsibility of his high Office the nation accepted his past devotion to duty and to country as an earnest of what he would do in the future. No man ever entered the chief — magistracy under fairer, brighter auspices. He had the hearty support of all the people. There was every- where a feeling of confidence in the wisdom and patriotism of his administration. In fact, the clamor of politics died away with news of Gen. Garfield's election, and those who had been arrayed against him in the political field, loyal- Jy greeted him asthe President of all the people. So great was the popular confidence in the ir. tegrity of his purposes and the wisdom of his plans of administration, that sectionalism, Which had more or less disturbed the quiet of the nation for upwards of a third of acentury, al- most entirely tlisappeared and the old-time feel ing of reverence for the Union took its place. = + The U. S. Senators who have arrived in Wash- ington generally express themselves in favor of A speedy meeting of the Senate in extra session, and no doubt those who are of President Arthur's Party will so advise him. Senator Ingalls holds that a President of the Senate shouid be elected at the earliest practicable moment. He thinks human life is too uncertain to risk a delay until the regular session of Congress. The Senator has teo much faith in the loyalty of the people and the stability of the government to appre- hend anything serious, even shonld the great misfortune of the removal by death of the present Chief Magistrate eccur; but he maintains that it is the part of wisdom to provide for the succession without delay. He Bays it wili give relief to the country to elect a presi- dent of the Senate, and will do away with a feeling of unrest and anxiety which will exist as long as the present state of affairs continues. Senator Gariand also believes that no time should be lost in providing an “official who will under the laws be entitled to take the helm of government im the event of necessity. He thinks there should be another pilot ready to take the wheel should death, unfortunately, lay hold of him wie now direets the affairs of state. The S is distinguished for its conservatism, and may 1 to choose a president with- out exciting a party wrangle. which would be peeutiarly inappropriate and distasteful to the people now. Patriotism will, no doubt, prove stronger than partizanism. — —— Only a guard of honor, consisting ofreliefsoffive civilians (survivors of the Army of the Cumber- land ).were on duty by te President's remains last night, and yet they were sufficient to maintain the very best of order. For hours a constant Stream of people poured through the rotunda, and grief and sympathy were visible on every €-untenance. As the living stream moved on, ho words were spoken;each person, in passing the casket. viewed the sudly changed features. Frequently the passing multitude could not sup- Press their sobbing, but above that no sounds were heard. These was nota soldier on duty there; no police were needed. During the whole of last evening, though tens of thousands of per- Sons passed through the rotunda, there was not an unseemly act committed or an inappro- Priate word spoken.
