HE WRITES_AN ADDRESS TO THE AMERICAN PEO- PLE—A DEMAND FOR HIS PHOTOGRAPH. AWAITING GEN. HANCOCK’S ACTION. ‘The authorities here are awaiting the action of Gen. W. 8. Hancock in the — Gen. Mason is still in confinement at the barracks, (formerly the arsenal) and bears bis imprison- ment philosophically. He has written an ad- dress recently: “To All Good People of the United States who Hate Assassins.” MABON'S ADDEESS TO THE PEOPLE. In this address he says: “I one who stands ready at all times to do right, yet in this case of mine I have done a big wrong to the good law of the land by shooting at that would- be assassin, Guiteau, who has caused so much sorrow and suffering to President Garfield and to the good people of the world, that has in the last two months caused to be offered up to the | Giver of all good all the prayers that men and women could invent, and I hope they haye done some good for the President and the peo- ple who believe in prayer. I hope all do; yet I am one who knows not how to pray or what to pray for. I must say that while that wretch Guiteau lives prayers will do but little good. All assassins, or they who attempt the life of a chief magistrate of any country, let it be em- pire, kingdom or republic, let them die as soon as possible. Put them in a ditch ten foot deep and all who wish to throw mud at them do so and then cover the place with brimstone so that no grass can grow. I want no one to_applaud me for my unsoldierlike conduct, yet 1am one of the many that would take the life of any as- sassin rather than to guard him. Gulteau or- dered the soldiers to be sent to the jail to watch him; to keep the enraged ple from him. He is In a strong Jail that cost the country thousands of dollars, and that wretch was put in a No. 1. cell where he couid look out at the poor soldiers coming there to keep the people away while he slept like a good man, and I was one of the soldiers. Why not say ‘Death to all assassins in his old days.’ One man, wise and brave, says in an article that I am guilty, for he says that I had taken a solemn oath to per- form a certain duty. and is given in com- mand to make others obey the oathe which they have taken, Dut who, in utter disregard of all his obligations, crawls unknown, unseen to the loop-hole of the cell where this miserable devil is confined helpless and defenceless, and deliberately, after a week's thought, attempts to murder him. Well, said ee: —— , let's hear from you again. I like that word murder incase that is what I want them for. If you had been there you would have run away at the sound of the army Title I used. It carries a larger ball than any English bull dog, and, as old Gulteau says, it was a powerful shot. ~ * * I would not care if they shot me on the spot fér what I did. I would do it again. And all that ints me is that I did not hit the wretch I hate: yet luck was not mine in this case. He may go that way yet. The intent to kill him is as bad as I had done the killing. I made up my mind to do the shooting, and I did it, and am not ashamed of it so far. Let others say what they may. Ifthe U.S. army of 25,000 men was at that jail, 20,000 would kill Guiteau, and the. other 5,000 would desert be- fore they would have anything to do with him. In behalfof the soldiers of this command, I can say that watching that jail to keep people from hurting Guitean is worse than a campaign, for it is a campaign combined with strict camp duty. A soldier rides out there, 2:¢ miles, goes on post for two hours, comes off, lies down on the floor with wet clothes, while poor Guiteau is sleeping the sleep of a good man. And what a shame that poor soldiers must do what they do not like to do, and something that they ought not todo. There are ten or twelve guard men at the jail who get $100 per month while the soldier gets from $13 to $25 per month.” Application was made by Bell Brothers a few days ago for permission to take the photograph of Sergeant John A. Mason who shot at the assassin Guiteau at the jail on Sunday last. Bell Brothers state that numerous applications have been made to them, by parties north, for copies. Gen. Ayres refused the request, saying that he did not think it proper and right to make a hero of Serg’t Mason for attempting to take the life of the prisoner of 50,000,000 people, who was confined at the time in jall and defence- less; that he regarded the act of Mason as cowardly and he did not think it would be right for him to aid in any way to lionize him. It is understood that other photographers here have been written to from other sections of the country, especially from the south, asking for copies of the photograyhs and the demand for them is far in excess uf the demand for those of the assassin Guiteau. pbsiera NO The October Carnival. THE EVENING BULLETIN. ELBERON, N. J., Sept. 16, 6 p.m.—At the exam- ination of the President at twelve 12 m. to-day the temperature was98.8, pulse 116, respiration 21. At the evening dressing at 5:30 p.m. the tempe- rature was 98.6, pulse 104, respiration 22. A slight febrile rise occurred at 11 a.m., and had entirely subsided at two o'clock p.m. The con- dition of the wound remains unchanged. The cgugh has not been so frequent or persistent but the sputa still remain purulert. Nourishment and stimulants have been given in increased quantities without discomfort. Altogether his general condition cannot be said to be improved. THE LOWELL, DISPATCH. ‘The following was sent last night to Minister Lowell by Attorney General MacVeagh: There has been no very marked change in the Rresident’s condition, but it is not at this hour reassuring. The different symptoms are almost all slightly aggravated. The temperature and the pulse have fluctuated more than usual, and the respiration is rather more frequent, while the character of the discharges continues to be unsatisfactory. There is, therefore, a sensible increase of anxiety. The President's Hazardous Condition. HOW DR. BLISS DESCRIBED IT LAST NIGHT—HE WANTS TO GO TO MENTOR. In an interview last night, Dr. Bliss sald there had been: very little, if any, change in the pa- tient’s condition. The discharge from the wound was no worse than it was in the morning, and it could not be said to be better. Being asked if any blood had been discharged with the pus, he said a clot ot blood came away with the dis- charge, which may have colored it some. He said the blood had evidences of being more in- tense now than for some days. At 6 o’clock, while preparing the evening bulletin, a febrile tise occurred, and still continued. The patient's mind was troubled somewhat, but if a question was asked he would answer it. The doctor said that while he was with the President to-day he made use of an expression which seemed to in- dicate that his mind was wandering a little, and that Dr. Hamilton also stated this evening that he had noticed a similar remark during the time he was with the President. The doctor said the patient complains of being weary at times, by saying he is weary and tired. He spoke of it once to-day. : The conditions last night, Dr. Bliss said, were more hazardous @han at any time since the pa- tient has been at Long Branch. He is no worse than just before he was moved. The arrange- ment for moving the patient was that it should be done at a time when he showed repair or a sign of failing, and he was moved under the lat- ter circuystanee. The doctor remarked that no further abscesses were apprehended, and said the cough had been less annoying yesterday. The President looks forward to going to Men- tor, and has talked some about it. Dr. Agnew went to Philadelphia yesterday morning and re- turned last night. Dr. Hamilton !eft for New York last night. The Situation at Midnight. A SLIGHT BUT PERCEPTIBLE LOSS OF STRENGTH —REPORTED INCREASE OF THE LUNG TROU- BLE. A midnight dispatch from Long Branch is as follows: “The President’s condition causes a feeling of despondency, and the general eitua— tion cannot be-denied as warranting grave ap- prehension, and the probabilities are that some time will elapse before the patient will show any substantial improvement. During the past forty-eight hours he has made no progress to- ward recovery, and for the past twenty-four hours there has been a slight but perceptible loss of strength; the process of repair in the wound has again come to a standstill. The discharge is small in quantity and quite watery. His attacks of cough do not recur frequently as formerly, but are severe and Oraneang. He expectorates considerable quantities of pus. There is without doubt a fresh access to the lung trouble. The amount of lung tissue in- yolyed is considerably greater than it was forty- eight hours ago. His pulse was rapid and weak during the forenoon, but toward evening became less frequent and stronger. To-night the pulse was again rapid and weak, making for a time 130 beats per minute. His condition is such as to put in question his ability to rally from his present state of lung trouble and exhaustion. THE CABINET TO RETURN TO LONG BRANCH.
