THE EVENING STAR. WASHINGTON, <s-111SEPTEMBER 5, 1881. -Editor. Tae Evening Star has a regular, permanent, boun fide daity cireuintion more than treble that of any other daily paper published in Washington, cnd equal to that of all the _Sther daily papers here added toxether. Tae Sau office is connected with the Tele- phone Exchange. Advertisements, orders for BIONDAY. che paper by mail and otherwise, news, or any | information or business can be sent day or night, free of charge official bulletin to-day reports the President's condition to be not materially changed since the morning _ bulletin, with the exception that there is some increase in the frequency of the pulse. ‘There is apparently nothing in his condition to prevent his removal, and the arrangements to that end are being rapidly perfected. The public will hardly need to be reminded to refrain from pressing upon the streets on the line of the railroad track or its approaches, while the President is being taken through the city. The people can best show their love and respect for the suffering President by maintaining the per- fect quiet requisite to save him from all un- necessary excitement at that time. —— Concerning the Arizona massacre, the Sunday Heraui says with truth and vigorous point: “The = jisaste oslo from Arizonais the se icism possible upon the attempts ofa pace er of newspn economy dema- frac to destroy t! ttle army we possess. the forces in the Indizn country have for been insufficient to propert Atlements is notor pea ny number of milli in the way of the permanent and effectual pre- ¥ention of such massacres as that on the Big Horn and that which is just now reported from the Apache country, isa disgrace to the republic. These tragedies “have not resulted from incom- Re tence or cowantice among officers or men, but pcause they have been set tasks to which mor- tal men are not equal, No matter what it costs We are bound in honor to afford more thorough protection to our frontier settlers than they have accustomed to receive, and above all are We aguin warned to no longer permit our hand- fuls of caliant soldiers to be overmatched and slaughtered by savages.” It is to be hoped that Congress will take heed of the lesson afforded by these butcheries by treacherous Apaches in Arizona. In the meantime the serious question comes up how the indians are to be met should there be a general uprising of the Indians of the various tribes in that region. The limit of our military force that could be brought against them seems to be about thirteen hundred men; while in the opinion of the Tucson (Arizona) | Journal of August 22 the Indians of New Mexico. alone, can muster from 5,000 to 8,000 “well-armed bucks, in good fighting trim.” If} they can be heid in check until the meeting of Congress, that body will be shamefully derelict in duty if it does not at once increase our mere nucleus of an army to a point where it can Jeast deal nate man with these bloodthirsty say- ages, who are not only thoroughly equipped With improved fire arms, but who, from the very nature of the case, are better shots than the run of our commo: idiers, and whoare thoroughly ch of the country in which they fight, and in which they construct their deadly ambuscades. ——————— On every account it is to be hoped that there fs no foundation for the opinion expressed by Dr. Bi that “a guard of soldiers will go with the President” when he is removed from Wash- ington this week. For a republican form of government there is getting to be altogether too strong a military flaver to ou® every-day national porridge, and there is neither necessity nor excuse for making a parade of brass buttons and bayonets on this occasion. There is enough patriotism, good sense and affection in the American people to see to it that the President shall be safely and respectfully carried to any part of the country where it may be thought desirabie to take him, without the presence of any armed force. A detail of two or three New Mexico and} | Per pound and finest IMPORTED OOLONG and ENG- Policemen will furnish all the show of protec- tion necessary, if even that much be required,— which may well be doubted. Arizona and New Mexico would seem to be a much more appro- Priate place for soldiers just now than the bed- side of the President. ——_—__—<+e+_____ According to the legal opinion of Mr. Attorney Riddle, it seems to be definitely settied that the cost of repairing the side-walks of Washington must be borne, not by the owners of adjoining property, but equally by the District of Colam- bia and the United States, and that the funds Recessary to pay the District's proportion of such repairs must be estimated for in due form by the Commissioners and regularly appropria- ted by Congress before the work can be done or contracted for. Considering the condition of some of the side-walks in the city for several years past. it is hard to understand why this fegal opinion—if it was necessary—was not Bought long ago: but now, that it has been ob- tained, it may be taken for granted, we sup- Pose, that the Commissioners will hereafter fur- nish estimates and urge appropriations for this Class of repairs as regularly and persistently as those for any other work touching the common good. Passable foot-walks are as much a pub- ie necessity in a city as matchless carriage- ways. eo —____ Doubtless it would be hard to convince young Quills that he ought to be hung for killing his young friend Cook yesterday, by what he con- Siders the accidental discharge of a <cun, but it Will be quite as hard for him to explain why he should be putting the muzzle of a gun against the neck of another person. and then snapping Caps on its nipple, even in sport, and supposing the weapon not to be loaded. Fun of that sort is Very toolish, and very dangerous, as has been demon, rated wer and over again. People who indulge in it may not intend to kill another per- son, but it is cl that they cannot care a great », or they would not rum such a Tisk, and it is about time for an example to be made that will forever break up the practice. ~ <> The Pennsylvania railroad company has taken & great step forward in the interest of the trav- eling public if it be true, as stated, that it has issued an order shutting out of its passenger cars the train fiend who vends bananas, peanuts, vexetable ivories, prize candy packages, dime Rovels, stale newspapers, etc., ete. It will bea good thing when railway passengers are no longer pestered every five minutes to bay some- thing that they don’t want and wouldn't accept @acift. ——_—_«-e»_____ This morning the streets were alive with school children.
