WASHINGTON, AUGUST 30, 1881. . Editor. ‘The Evening Star has a reaular, permanent, bona fide daily circulation more than trebl that of any other daily paper published in Washington, and equal te that of all the other daily papers here added together. “THE Stak office is connected with the Tele- phone Exchange. Persons leaving the city for the summer can have Tue Stag mailed to them, postpaid, for fifty cents per month, and the address changed as often as desired. Uniform Divorce Laws. The National Bar Asséciation is a body of com- Manding talent and position, which might exer- cise a very powerful influence for good on the country if it onee concluded to set itself squarely about it. So far, however, its deliberations and actions appear to have been confined to making things pleasant and profitable for the legal pro- fession., rather than looking after the interest of their clients, in a larger and more unselfish sense. For example, there is no legislation needed in this country just now more than a uniform iaw in all the states on the subject of marriage and divorce; and if this Association should take the matter up and give it the at- tention its importance demands and the weight of its prestige, there is little reom for doubt that the required le; n could be speedily had. It is true that the subject was before the Asso- ciation at its meeting two years ago, but not in the shape in which it ought tocome. At that amittee was appointed to prepare a of the divorce laws of the several states, with a view of taking’some action in the direc- tion indicated. But that is not what is needed. ace No matter what the laws of the several states may be. Everybody knows that they differ and that many of them are grossly de- What the Association ought to do is to appoint a committee to frame a wise and just bill, fair and equitabi all its provisions, and then nse its influence to secure its adoption in all the states, in lieu of their existing statutes. With the acknowledged high standing of the Association, and with its members of ability and influence in nearly every state in the union. this would not be difficult to accomplish. The fact that such a measure had the endorsement of such an able and respectable body would of itself be nearly sufficient to secure its passage through slatures, the members of which have little time or inclination, and perhaps not ca- pacity enough to give the subject the attention to which: it is entitled. And the Association could hardly doa better work. To use the language of the New York Herald :—~ Such a statute would be productive ef the best results. It would prevent fraud, make more sacred the marriage obligation, cheek crime, and put an end to a vast amount of liti- gation, a large proportion of which is based on perjury aud fraud. ae It is not alone in the cities of Europe that telegraph wires have to be placed underzround.
