All the apprehensions expressed in this column yesterday have been justified by the pro- gress of the case up to the present time. The situation is depressing in the extreme. The water famine in Richmond has proved to be a note warning to other cities In Phila- deiphia, where they are not yet alarmed over the supply, it is admitted that it is getting low, though the people there most complain of it on account of the “extraneous matter held in solu- tion.” and it is urged that each householder | filter it through charcoal. In New York, as in | Washington, means for a greater supply are im- Peratively needed. The engine long sine gave notice that a new aqueduct required | there, and they expiai would take a number of years,and yet Governor et fe rvice on the ground that there | was no need of beginning the work at once! w York, like R Washington, has an abun reach, but lacks the facilities to bring it to and distribute it through the city. Baltimore alone of all the large cities has completed new works and aqueduets which will furnish an abundant y for nearly all time to come, and this should be followed by other municipalities. With the increased building in Washington and the constantly reew iz drought, such as is now Upon us, no effort ought to be spared to secure the needed legislation from Congress for an in- ereased water supply for this Distnct. It is to be sincerely hoped that this will be obtained and the work begun not later than the spring of 1882. —<$_<¢5 A Wise and Timely Precedent. The course which was taken in Indiana while Governor Morton was at the head of affairs | | in that state is one which should be adopted and followed hereafter by the general government. When Governor Morton was stricken with paralysis, in 1465, he went to Europe in search of health, and while he was gone Lieutenant Governor Baker exercised the functions of the executive office under a clause in the state con- stitution exactly like that in the national con: the President. lr his official signature Mr. Baker sul ernor, acting Governor,” and when Governor Morton returned. he resumed the duties he had Jaid down in leaving the state, slightest jar or friction in the machinery of its government. Thisis precisely the practice which should | obtain in the administration of national affairs. Whene the President leaves Washington for so long as over night, whether for pleasure or on account of sickness, the Vice President shouldbe on hand to take his place and discharge his official duties, for the time being, as “Vice President, acting President of the United States.” This course is both safe and simple, and it ought to be adopted. Ifan act of Congress is Recessary to its enforcement, such an act should be passed as soon as Congress next meets; and if an amendment to the constitution is re- quired such an amendment ought to be adopted by Congress and submitted to the states for rati- fication at once. The two Houses should also, without delay, adept and submit an amend- ment to or a change in the constitution requiring each new Consress to meet on the 4th of March— i. ¢., immediately on the dissolution of the old | body—for organization and any other business that might be presented, instead of waiting, as Bow, until the first Monday in December, unless Sooner convened in extra session by proclama- tion of the President. With these two measures in force many perplexing questions would be Prevented from arising, and serious complica- tions liable to occur at any time would be avoided. ———__~+e+—____ The proposition for one standard of time made at the recent meeting of the Science Asso- ciation at Cincinnati does not meet with pop- ular fayor.
