THE EVENING STAR. WASH INGTON, AUGUST (), 1881. Editor. bona fide daily circulation more than treble that of any other dally paper published in Washington, and equal to that of all the _Sther daily papers here added together. Tux StaK office is connected with the Tele- Phone Exchange. Advertisements, orders for the paper by mafl and otherwise, news, or any information or business can be sent day or night, free of charxe. Persons ieaving the city for the summer can have Tux Star mailed to them, postpaid, for fifty cents per month, and the address changed as often as desired. Painful as the acknowledgment is, it must at last be admitted that there no longer exists a exbstantial ground for hope of the President’s recovery. The symptoms of his case which be- ame so alarming several days ago have been growing more serious ever since, and the com- Plications now surrounding it are so numerous ‘and so formidable that when the illustrious patient must succumb to one or the other of the several agencies at work seems to be only a question of very short time. Whatever may have been said or not said by the physicians in ‘attendance, it is apparent thatthe case is now one of blood poisoning, and that from the fatal effects of this danger there is little prospect of escape witha system so reduced as is that of Mr. Garfield. It is true that he may develop a recuperative power which can yet carry him through, but there is little probability of that Tesnlt, and it now looks as though the “one chance” so gallantly taken nearly eight weeks ago is about gone. a Our Great Want. Water Registrar Cox, in his report to the Dis- trict Commissioners on the scarcity of water in different portions of the city, as printed in yes- terday's Stan, takes occasion to wisely point out that the difficulties complained of can only be obviated by extending the dam all the way across the Potomac river at the Great Falls, and Tanning an additional main or conduit from the distributing reservoirs, near Drovers’ Rest, across Rock Creek. into Washington. ‘This is the ground taken by Tue STAR several years ago, and consistently and persistently maintained by it ever since. It is, furthermore, the only true ground. Money spent in any other direction will furnish nothing but temporary relief, if even that, and prove to be wasted In the end. This past experience has abundantly shown. To state the whole question ina few words, the water supply provided for the Wash- ington of thirty years ago is no more adequate for the needs of her present population than the proper rations for five thousand troops can be made to satisfy the hunger of fifty thousand. Bore Water! That should be the constant and stern demand of the people of Washington, not economy in the use of it at the expense of public health and comfort. To secure this essential, citi- zens and authorities alike should combine all their influence and unite all their energies. SS The New York World calls attention to the hitherto overlooked fact that “the members of the Cabinet cannot, under the tenure-of-oftice act of 1867, be removed, either by President Garfield or by President Garfield's successor, without the consent of the Senate.” ——___~e2 ‘The recently published version of the pronun- Gamento of the Irish skirmishing fund collectors im New York is not correct, according to O’Don- evan Rossa. He assures the world, further- more, that he, the puissant Dossovan O'Ronna, “wonldn’t burt the hair of an Englishman's head.” Nobody supposed he would,—particu- larly if the Englishman happened to be looking his way. Neither would any onecare ifhe did,— provided the Englishman's back wasn't turned. The trouble with this Donna O’Rossovan is, not ‘that he kills so many Englishmen, but that he taiks so much with his mouth. +o —__ The appointment of the colored policemen by the demveratie mayor of Philadelphia is making quite a breeze for that official, but he adheresto discipline, and day before yesterday dismissed from service the driver of the police van who refused to ride beside a colored officer. Phila- delphia ought to come down to Washington and take a few lessons from our police service as Well as from our clean streets. —— Shinkel, the fellow whe sold out the Cornell boys in Europe, deserves doubtiess all the hard things that can be said of him, but his treachery cannot be saddled with all the failures of that crew. It must be remembered that it lost its first race, where Shinkel did his best, and the winning of which was essential to the success of Bis conspiracy. Our college boys don't some Way seem to be intended for crack oaremen- ‘They had better stick to their studies. tee SESE The New York papers seem to have fallen into tke curious errer of supposing that the steam- beat inspector who recently examined and re- ported upon the case of the steamer Plymouth Rock, of that port, is an employé of the steam- beat companies. This isa mistake. Heis regu- larly in the service of the government. The fact that he saw no official objection to putting three thousand passengers on a boat adapted for only one thousand looks a trifle odd, and probably gave rise to the impression referred to above; but do you want a government officer to be hosing around and making disagreeable sugges- tious to railway and steamboat companies aly the time 7 ————<++e2+—____ The mobilization of the German postal service im atime of profound peace looks to close ob- Servers of European affairs very much as a straw Which points towards a coming war cloud. The French are seriously discussing the next time they go to war of seizing Switzerland to secure the strategic advantages of its territory. The regular European war ts due about next year.
