Can this country gain anything by allowing Hartmann to become one of its citizens, as it is | reported he desires todo? Clearly not. Why, | then, should he be permitted to become one? A | | people have as good a right to say who shail be | their naturalized fellow citizens as the house- | holder has t who shail be admitted as in- | ght to be declined, with,—no, not | necessarily with thanks. | = Commenting upon republ prsement of leston News | Sounds this warning to the north in “It Tequires a stern regard for abstract obligations | and considerable self-control to keep the south- | ern people on thenational debt-paying line. The | national debt represents the cost of conquering | the south, and the southera peopie pay their | share of it. Is it prudent to teach the south that there isno harm in supporting a repudiating | policy, if votes can be won by it?” | There is the force of truth inthis warning. | The national debt. being intrenched in the con- | stitution, it may be said that it is safe, even | from an assault by the solid south; but while that is true, it would be unfortunate to haveany section of the Union, or evena single state, | mnake repudiation or readjustment of the Al tional debt an issue in a political campaign. is much better to stand unflinchingly by al Principle that public obligations of all kinds Taust be fulfilled with entire faith. Readjust- | ment in Virginia is a prominent issue in the canvass there, and it stands for the arbitrary re- Pudiation of one-third of the debt and the re- duction of the interest on the remainder. If One-third can be readjusted out of existence now, why cannot the remaining two-thirds be ‘wiped out in the same way at the next election? | The people of Virzinia will do well to pause be- fore launching themselves upon such a troubled and shoreless sea. +e» _____ The question of devising a motive power for street cars, less expensive and less trouble- | some than horses, has ocenpied the attention of inventors and scientists for many years, but it has never been quite satisfactorily solved- Steam has been tried frequently, but it has never worked well. In San Francisco for some time a system of propelling the cars by means of wire rope has been in use, and now Chi- ago and Philadelphia propose to try the ex- Periment. It is stated by those engaged in the business that the cost per mile of running a two-horse car is 17 cents,—8 to maintain the Propelling power, and 9 to pay labor, taxes, Fepairs, ete. The wire-rope plan will admit of the running of two or more cars together, like railroad train, all of which can be attended to by one conductor. The system is described as follows: The wire-rope is placed in a pipe laid between the track, and is put in motion by re- volving drums, operated by steam engines located at convenient intervals. A long groove, or slit in the upper side of the pipe, gives ad- mission to the clamp descending from the bot- tom of the ear, which clamp can be made to grip the moving rope at the pleasure of the con- ductor. A stoppaze is effected simply by loosening the clamp. The groove in the pipe is but three-quarters of an inch wide, and is flush with the surface of the street, so that no anger is to be apprehended from the motion of the rope. ———__e+__ A new national assembly will be elected in France next Sunday. The political canvass has been very quiet beeanse there is not opposition enough to the republicans to make an animated ontest. The oid imperialist and royalist parties have pretty well fallen to pieces under the peace and prospertty of the republic. Only in a few districts can the Bonapartists and the reac- tionists muster strength enough to make any show of opposition. The death of the Prince Imperial was the death blow of Bonapartism in France. The conviction that the republic is permanent has cradually forced itself upon the public mind of that country, and none but visionaries look forward to a restoration of the Bourbons. The next political change in France, no doubt. will be a division of the republican party into two opposing organizations, both planted firmly upon republican principles, but difering in reg rd to questions of governmental Policy. And this thing for the People of that month de laaly of Richmond into marr, him, and at the same tige obtained 2800 from the first national bank of that city on a f “i check, has been arrested at Lynn. Mass. requisition from the gover- hor of Virginia for the seamp was sent to Mas- Rachusetts ‘t night, and the indications are that he will soon be arraigned before the Rich- mond courts for trial. The apprehension of this Man will cause a y cation, which general feeling of gratifi- be intinitely increased by news of his coniinement in a penitentiary at hard labor. He is said to have married ten women Prior to this case. It appears that he has made marriage a means of aiding him to obtain money upon forged checks. 1 Jersey City has a police justice who under a Popular vote would unquestionably be called to the vacant seat on the U.S. Supreme Cort. In the case of a complaint of 2isturbing the peace, by the use of, .-calied musical intrument. at a Inte Sour at night, he pronounced this eminently humane judicial opinion :—“ Any man who will play a concertina on a stoop at 11 o’clock at night deserves the severest punishment the law allows. I think he ought to be sent to the state prison for five years.” 2 Hartford will be a good place to keep away from next month. Sixty-five brass bands are to Compete there and then for the proud position of champton tooters of Connecticut.
