In interviews with chiefs of some of them, pubiished only a few days ago in THe Star, the extent of the inconveni- ence resuiting from the President's protracted fiiness was summed up in the words of a Cabi- Ret officer: “It only compels us to let a few men, whom we think ought te be turned out, Femain in office a while longer.” The subject of the President's condition and its effet upon public business has been harped upon by some jonrnals of the country in asen- sational style, with the view of creating the im- Pression in the public mind’ that the affairs of government demand that the Vice President should assume the presidential seat and duties until the President recovers. In the first place, there is no power vested in any person or body to determine what constitutes presidential ina- bility. The constitution provides that, “in case of the removal of the President from office, or of his death, resignation or inability to discharge the powers and duties ot the said office, the same shall devolve on the Vice President, and the Congress may by law provide for the ease of removal, death, resiznation or inability both of the President and Vice President, de- ¢elaring what officer shall then act as President, and such officer shall act accordingly until the disability be removed, or a President shall be elected.” Even if Congress were now in session there would be no oceasion for any determination of the question to whether the President’s - present condition is one of inability, as con- templated in the constitution. Only the other day the President attended toa state matter re- quiring his attention. The country may rest en- tirely easy in the assurance that whenever the affairs of government require attention which the President is not able to give he will make it easy for the Vice President to discharge the functions of the office ad interim. There will be no need of pressing the matter upon his at- tention. << A recently reported interview with ex-Presi- dent Woolsey, of Yale College, represents that gentleman as expressing the opinion that it is dreadfully dangerous to leave our sea coast in its present undefended condition; that we should for home protection, as well as to make us respected abroad; and that there is nothing to prevent any moderate naval power from on our declared. That the Admiral of a navy should desire to have that establi and showy, fs natural enoush; never was a cat, it is safe to suppose, that didn’t want the longest and handsomest tail in the market; but that it is Recessary to have a large and expensive fleet Tiding in every harbor on the coast to protect it froma possible enemy, is stuff and nonsense. The idea of taking even poorly-fortilied sea-coast cities in thirty days was pretty well exploded @uring the late war in this country, and the fa- cilities for defence, without building enormous forts or manning expensive ships, have vastly increased since then. With the late improve_ ments in torpedos and other submarine explo- sives, reinforced by a few obstructions in the exposed channels. there is a much better chance of sending to the bottom all the fron-clads that England or any other country could send across the Atlantic than there is that they would do any serious damage after they got here. tee Do the District Commissioners govern the District, or do the street railway companies govern the Commissioners? That is a query Which has suggested itself to the mind of a good many people, lately, in view of the bad condition of Pennsylvania avenue along the car tracks for a good portion of the stretch between the Treasury and the Capitol. A ridge of dirt that becomes pasty mud or driving dust, ac- cording to the weather, has been permitted to Hie there for wee greatly to the discomfort, at all times, of everybody reqnired to cross that wide thoroughfare, and, when the wind blows, greatly to the damage also of goods in the stores and shops along the line, as well as greatly to the injury of the eyesight of persons having oceasion to be anywhere in its neighbor- hood. On Satuniay, for example, and to-day, when there was a stiff breeze, it was almost impossible to see any distance in any di- rection there, on account of the clouds of blinding dust, to say nothing of the difficulty of breathing. in consequence of the extent to which the air was loaded with filth and foul odors. ‘The situation is, in short, an insult to the com- munity and a disgrace to our so-called authori- ties. Is there to be no relief from this outrage on the public until the street car company sees fit to afford it of its own motion? Have our well- paid officials really no power in the premises, or are they too kindly disposed to exercise it? Clearly, no private citizen would be allowed to so set at naught the rights and comfort of his neighbors. Why, then, is a corporation permit- ted to do it at will? — +e One might reasonably suppose that the human family isadvancing in knowledge and happiness, and that things are getting graduaily in shape for the millenial period, if it wasn’t for the lar- ger number of communications sent to the news- papers every year without the name of the author being furnished. That fact shows that the number of fools is constantly increasing, and tends to destroy all faith in intellectual and moral progress. 2 Dr. Halstead, of the Cincinnati Commercial, continues to share with Dr. Hammond, of New York, the responsibility and glory of treating the President's case at a distance.
