NOYES. ‘The Evening Ster has a regutar, permanent bona fide daily circalation more that of any other daily paper | Washington, and equal to,that of all the | other daily papers here ad: ‘THE STAR office is connected with the Tele- hone Exchange. Advertisements, orders for the paper by. mail and otherwise, news, or any information or business can be sent day or night, free of charge. Persons lea ng the city for the summer can have THe STAR mailed to them, postpaid, for fifty cents per month, and the address changed as often as desired. ‘The statements telegraphed from Washington that the continued iliness of the President is | cat:sing inconvenience in the departments, and, in fact, obstructing the machinery of govern- ment, are not confirmed by the heads of these departments. In interviews with chiefs of some of them, published only a few days ago in Tue Star, the extent of the inconvent- ence resulting from the President’s protracted illness was summed up in the words of a Cabi- net officer: “It only compels us to let a few men, whom we think ought to be turned out, Temain in office a while longer.” The subject of the President’s condition and its effect upon public business has been harped upon by some journals of the country in asen- sational style, with the view of creating the im- pression in the public mind that the affairs of government demand that the Vice President should assume the presidential seat and duties until the President recovers. In the first place, there is no power vested in any person or body to determine what constitutes presidential ina- bility. The constitution provides that, “in case of the removal of the President from office, or of his death, resignation or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice President, and the Congress may by law provide for the case of removal, death, resignation or inability both of the President and Vice President, de- claring what officer shall then act as President, and such officer shall act accordingly until the isubility be removed, or a President shall be elected.” Even if Congress were now in session there would be no occasion forany determination of the question as to whether the President's present condition is one of inability, as con- templated in the constitution. Only the other day the President attended toa state matter re- quiring his attention. The country may rest en- tirely easy in the assurance that whenever the affairs of government require attention which the President is not able to give he will make it easy for the Vice President to discharge the functions of the office ad interim. There will be no need of pressing the matter upon his at- tention.
