The President’ s Condition. ‘There was a slight increase of the President's fever last evening over the night before, but the doctors attributed it to gastric disturbance. The growing appetite of the President bad, it appears, been induiged a little too far with solid | food for a man who could not aid digestion with | exercise. The slight increase of fever warned the doctors to confine their patient for awhile longer to very simple diet. Besides, as the at- tending surgeons have frequently sald, “ups | and downs” must be expe in the President's | he is actually convalescent. In the counties where the white voters prevail the readjusters employ quite different tactics. But the position of the readjusters upon the state debt isthe question f prime importance. The Riddleberger bill, Which is the financial plat: orm of the readjusters, Propoposes to arbitrarily cut off, eliminate, or Wipe out about one-third of the state debt and to fix the rate of interest onthe portion assumed to be due at 8 percent per annum. The total debt of Virginia, after assigning to West Vir- ginia one-third of the indebtedness existing at the time the latter state was created, ts, accord- ing to estimates by leading democrats and re- Publicans of the state in the neighborhood of $33,000,000. The Riddleberger bill by a system of rapid sabstraction, peculiar to the readjust- ers, reduces the total debt to about 220,000,000. ‘The theory of the party is that it is utterly im- Possible for the people to pay the entire debt or even the rate of interest agreed upon; that to undertake it would result in failure, because of inability te pay, and such failure would be vir- tual repudiation: that, therefore, it is compara- tive honesty, at least, to determine upon an @mount and a rate of interest which the people can pay. In the readjuster plans for settlingthe debt the creditors are ignored entirely. Their Fight to a voice as to what they are willing to Becept receives no consideration. They are Gealt with on the principle that they hold avery bad debt. anyhow, and they had better be glad to get anything for it. There will, judging from Present appearances, be a sharp contest in the Convention between the Lewis wing of re- adjuster coalitionists and Gen. Wickham’s body Of straight-out republicans. Many of the ablest and most prominent republicans of the state will be members of the convention, and so far those Who have enjoyed the largest share of party re- Speet and honors have been chosen as deiegates to support Gen. Wickham. +e ‘The governor of Texas declines to join in the Movement to set apart aday in each state for thanksziving and prayer for the recovery of the President, not because of any want of proper feeling © the President,-but for the reason that ch and state are and ought to be Kept separate.” The governor is over- Punctilious.
