THE EVENING STAR. WASHINGTON TUESDAY...............JULY 5, 1881. CROSHY 8. NOYES......Editor. | 811 AT_ cost. TRIMMMED AND UNTLIMMED BONNETS 4ND HATS At cost fo close out MILLINERY. jy4-6t LOWE'S, Market’ Lata LOWE'S. The Evening Star has a reguinr, perma- nent.bonn fide dally circulation more than treble that of any other daily paper pub- ished in Washingten, and equal to that of all the jer daily payers here a ided together. nt THE Stan office is connected with the Telephone Advertisemen*s, orders for the paper by mail ard otherwise, news, or any information or businese can be sent day or vight, free of charge. Persons leaving the city for the eummer can have ‘THE 8148 mailed to them, postpaid, for fifty cents Fer mouth, snd the address changed as often a8 | His Own Unsupported Act. Howsoever the late deplorable attempt upon President Garfleid’a life may terminate, it is greatiy to the credit ef the American people,— as it will gratify those of every civilized coun- try im the world to know,—that the act was that ¢{ a person of unsound mind, without ac- complices or instigatora; that tt had nocon- nec!icn Lear or remote with political or per- sonal eff al and that no other significance ean justly be attached to tt than would be accigned to any other mad freak of a somi- lunstic. It 1s rare, to be sure, that an insare ‘mpulse is productive of such momen- tous risults, but that circumstance does not alter the facts in the case. The attempt made in some quarters to show a conspiracy of some kindor to connect any section of a political party or group of individuals with the dreadful effair is as foolish as {t 13 cruel and ill advised. The more the matter is investigated, the closer a'l the facts and Incidents preceding amd connected with it are scrutinized, the clearer does this appear. In spite of the bom- bastic utterances of Guiteau under the exciting circumstances attending the commission of bls erime and his prompt arrest, a deliberate study of his previous life and a caro ful weighing of all the cotemporary tes- timony or information throwing any light upon {it can lead to no other con- clusion than that the shooting of the President was the rr’soner’s own individual act, without aid or suggestion from any quartey. It 13 true that the dreadful affair was attended by some evidences of premeditation and provisions for escape, but these demonstrations are entitled to no more Weight than the cunning and fore- sight so frequently shown by confirmed luna- ties in carrying out a hidden plan or in eluding the vigilance of a keeper. Probably the most important and rellable testimony In regard to the character and ten- dencies of Guitean fs that furnished in a letter written by his father, to another sop, as early as March, 1 ‘This sad expression of paren- tal trials and forebodings 1s printed in fullio another column, and is entitled to the fullest confidence and the most sericus consideration. Another conclusive piece? of evidence pointing tn the same direction ts afforded by the professional experience of Dr. Hood, th> medical referee of the Pension bureau in this city. Several months ago, as we are informed, the application of Guiteau for a pension came before that officer for investigation. After examining the docu- ments fied by the prisoner, followed by sev- eral interviews with him, Dr. Hood came to the conclusion that he was insane, and so tndorsed In writing his opinion at the time, ‘This decision, reached by a medical expert when there was nothing in the case as pre- sented to disturb or influence his judsment, would seem, when added to the earlier and Positive convictions of the fatke-, to forever settle the question of the prisone:’: ments unsounduess beyond all doubt. That Guiteau was not identified wita that portion of the republican party not exactly to harmony with the President on matters affect- ing partisan or personal tnterests, that he did bot sympathise with it, aud that bis declara {ion that he was “a stalwart,” was on after- thought orthe ou’growth of an egotis ic desire to attach Importance to himse’f, is eq tally clearly shown by the letter, putlisied in Sat- urday’a Stax, which he wrote to the P-es‘dent some time sg0, and doubtless long before the thought of his awful cr me had entered his dis- ordered brain. In this, it will be remembered, he sat “1 regret the trouble that you are having With Sckator Conkling. You are right, and should maintain your (rte You have my £upport, and that of all patriotic citizens,” What should be the punishment meted to Gulteau It 1s not necessary to discass here. The only present object Is to relleve tte Amer- ican character from the obloquy which would Froperly follow connivance or sympathy with so horrible acrime. In doing so we hav3 not thought necessary to dwell upon the absolute impossibility of any of the persons or interests toward whonrattention has been directed belog associated with or even harboring the thought of a tregedy so terridle in {self and so deplor- able tn its results, Such a suspicion fs too hor- ribte to contemplate, and It ougat not for a mo- ment be extertained in any quarter, much less insinvated or expressed. A Severer Penalty The question has been ral done with Guiteau ff the President Itve: ¢ rime under the law will then be but a simple “assault with intent to BIL” Tue Revised 3 forthe District provide a minimum imprisonment of two years, and a maximum imprisonment of eight years, as a penalty for this Cffense. Such punishment seems ‘otirely {madequate to the crime. The question ts mooted whether an attempt to take the life of the President cannot be considered a treason- able act, and punished as such with death. The assassination of President L'neoln, followed so closely by the atte: to assag- Sinate President Garfield, teaches us that the life of the President should have morethan the ordinary protection of the law. His con- spicuous position exposes him to unusu il dan- ger, Whenever there is a great political disturb. ance, and he is at all times an object for the malevolent and murderous deetgns of luaatics Uke Guitean. The policeman on the street has his person guarded by special provisions of law. To assault a police officer is a direct of- fence against the majesty of the law. Why ‘should not the life of the President, who repre- ‘Sents the highest power In the land, have even stronger safeguards? It would certainly not be imcons'stent with republican institutions fto Guarantee the President some protection for his person by mi ta ital offen Potion aking capt C2 to 22 cexcixe BROWN'S GINGER 1s KNOWN TO DO ITS WORK!
