The jetition to the President, signed by sev- ra! €x-trustees of public schools, against the erection (f a police station and market-house B 1 quar 446, Corcoran square, was recelved ‘rem the President yesterday afternoon by the Commiseioners, With an Indorsement by the President “that & marke:-house or police sta- Mon be not erected so close to a public school Luliding as ts proposed.” REPLY OF THE COMMISSIONERS. ‘The Commissioners at once returned a reply, tn which they state that they have never coa- templated the erection of a market-house on said square, but on the contrary have more than once, tn their annual reports, recom- mended to Congress the use of this property forthe public schools instead of its use fora public market, as origtoally intended, and last fession of Congress they alded in procurmug the passage of au act for the removal of the old market sheds, whieh, for several years, have been wpon this site. As to the erection of a police station, the Commissioners say that Con- gress last winter provided for the erection of two station houses, but failed to give authority ia the act to the Commissioners to purchase sites for the same; that the Controlier of the United States ruled that they could not pur- chase sites under the law; that the attention Was presented of delaying the erection of these very much needed station houses until further Jegislation be obtained from Congress, or of using such sites as the District already owned: that the site on square 446 owned by the District Was suited as to locality, and they bad consid ered the propriety of using {t when the*protes: of the ex-trustees was received. They had already referred a similar peution of the ex- trustees tO the board of trustees of public schools and were awalting their action when ibis protest with the President's endorsement Was recived. They state thatthe requesi of the President will be complied with, and ta con- clusion they deny emphatically the gratultoas charge made against them by the ex-trustees, of hestility to the pabiie schools of this District as unfounded and unjust. They also deny the Statement made by the ex-trustees thatt Part of square 446 on which It was cou’e! Plated to erect a station house wasever intend- ed to be used as a play-ground for the scaools. On the contrary, they have personal knowledge that the ith street front of said square, being valuable busineSs property, was Specially re- served by Congress to be sold for the erection of other school- houses. WASHINGTON, Jane 29, 1331, Editor Evening Star: J notice in your issue ot this date the District Commissioners nave awarded the contract for mi malnor repairs on bituminous pavements forsihe next fiscal year, for which I was the lowest bidder, to Mr. |. L. Cranford. The reason given,—aithouga | they have not done me the honor to notity m2 to that effect—ts that I did not in my bid state the length of timeI had been en; in con- crete work. The object of this communtcatlo: | Js to say, that instead of the legitimate reason, the above is only a subterfuge to cover an Illo- gal act, by which they are enabied to provide tor @ favorite contractor at my expense. I have been engaged in contract work fn this city for the last sixteen yéars, during which time I have cone nearly one miilion dellars worth ot work, and In all that time | have never failed to com- plete my contracts to the letter, nor am I in- lebted one cent to any of my employes. It ts idle for the Commisstoners to say tnat I cannot do ‘his work for which I bid, a3 Iam prepared to give the required bond, and furnish, it they desire it, satisfactory evidence of my ability im that direction. It may be asked why I do hot seek legal redress? The answer 1s simple. The margin of | poi! ig small, and while I Would be. compelled to pay the heavy expenses of a suit ont of my own pocket, tha Commis- sloners would defend themselves and Mr. Cran- ford out of the people's money. ‘This rule re- ferred to, established by the Commissioners and which is not @ law, has never been enforced, but they now seek to do so in the interes’ of a company or Its representatives who claim to hold all the asphalt tn the country, and the aa- Vertisements and awards are 30 arranged that unless the bicder belongs to the Barber party he can be shut out on the plea of “no asphalt, want of time, éc.” ber, when Mr. Cran- ford was the successful bidder for the street Sweeping he was not pinned down 80 close at that time; he had neither sweepers, horses or yard, yet he managed to do the work. On the contract they have filegally awarded Cranford, which was mite by every principle of law and justice, the District suffers a 1038 of about $1.000, but on that taken from Balley «& Fletcher and given to the favorites of the Commissioners, A. L. Barber and Cranford, the Joss to our tax-payers will reach $26 000, {f not double that sum, in- cluding extras, «e., &c. To tell the truth, these gentlemen, Barber, Cranford, et al., hi & “soft thing” of it for some time, and now that they see some of the outsiders are deter- mined to break up their game, the Commis- Stoners come to their rescue, and not only award them contracts illegally, but propose to purchase from them fifteen hundred tons of asphalt at thelr own price, which they have on hand, thus permitting them to unload with a big profit. On a par with this is the tearin: up of the concrete pavement in front of the Treasury, which was only latda year ago, ana Substituting a new and probably worst patent, to say nothing of the expense. But to return to my own case. I hereby announce that being the lowest bidder, Iam prepared togtve bond to do the work for which I bid in as good style as Mr. H. L. Cranford or any other person in the United States, Respectfully, ANDREW GLEESON. “Fhe Celebrated Lichig Company or New York, Paris and London, has attained its great reputation by adhering to two rules.
